GMCH doctor floats his own security agency, supplies guards to hospitals

Jammu, Mar 23: Violating the norms of the government that a government servant cannot become a businessman, an MBBS doctor posted in Government Medical College and Hospital (GMCH) has floated his own security agency and has been supplying guards to government hospitals, earning over Rs 40 lakh annually.
He at present is posted in the GMCH medical store. To allegedly appease him, GMCH authorities issued an e-tender notice 06 of 2015 under the title: "Outsourcing of security services in Government Medical College and its Associated Hospitals for 2015-16 with the clause that the contractor must have Rs 40 lakh and above as annual turnover thus, raising eyebrows of many.
Sources said that before going for tender, GMCH authorities held a meeting with medical superintendents of all the associated hospitals and proposal was mooted that Sainik Board be consulted for outsourcing but leaving two medical superintendents, all others who have "good" relations with the doctor-turned-contractor turned the proposal down.
Sources alleged that political interference paved the way for the doctor in question to design the tender in such a way that only his private security could again fall in the criteria.
Sources said that the bills of the guards of the sanctioned strength are drawn monthly but the presence of the security guards is thin, which needs to be probed.
Meanwhile, GMCH Medical Superintendent, Dr Ravinder Rattan Paul, when contacted, said that he had no knowledge of the owner of the present security agency, adding, new tender for outsourcing of security guards was issued and one can download the same for one's kind perusal.
Pertinently, the illegal business in the name of private security is continuing in the GMCH after the withdrawal of police personnel in 2013. Earlier, in the year 2012, the government hospitals were guarded by Special Police Officers (SPOs) but they were withdrawn by police after GMCH failed to provide them salary on the ground that since police were a part of government hence it should be the responsibility of police to provide them salary.
