Non-locals appointed in JK Corporations

Srinagar, Feb 17 : The Crime Branch has received many complaints and probe has been sought about the appointment of non-locals in various corporations and emporiums of Jammu and Kashmir in New Delhi.
An official of the Crime Branch said, they have received complaints that non-locals have been regularized in JK's SRTC, Government Arts Emporium, JK House in New Delhi.
"We will probe how the non-locals have been regularized there where only citizens of Jammu and Kashmir can be appointed," the official said.
In one complaint, the official said the probe has been sought how the non-state subjects were appointed at Government Arts Emporium in New Delhi.
In the complaint, the complainant has said that as per recruitment rules of JK state, only persons who are permanent residents of JK state are allowed to be recruited for manning its showrooms/offices which are functioning under the exclusive control of the management of J&K Handicrafts Corporation.
"By passing rules/ regulations and also attracting Article 370 of the constitution, the corporation has engaged many people at its branch Irwani Road Baba Kharak Singh Marg New Delhi and have been drawing their salaries under blanket without any proper authority, who does not belong to J&K but are permanent residents of UP district Baliya village Bahari," the complainant has said. "The required credentials have also not been verified till date and such fraudulent appointments have blocked the way of aspirant candidates of JK state who are jobless."
An official of General Manager Government Arts Emporium New Delhi admitted that many non-locals have been appointed there saying, said such things had "happened in various other departments too".
"These appointments of non-locals have not only been made here only but in various departments like SRTC, Whether these appointments have been made in 1982, 1986, or 1990 but such appointments like class fourth are being made at the local level where these offices are located," he said.
An advocate in Srinagar said appointing any non-local in government departments is violation of Article 370, Article 35 A, that protects state subject laws. "It is mandatory for everybody to have state subject and to apply for a job in any government department in the state. As per employment rules only state subjects are eligible to apply for government jobs which cannot be amended," he said.
