Early Times Report

Jammu, Mar 20: The Special Judge Anti-corruption Doda orders SSP Vigilance Jammu for re-investigation of fake ReT appointment case of a fake candidate Farid Ahmed Naik in Middle School Chitran of Zone Ghat District Doda.
Acting upon the fresh complaint titled Khalid Jahangir V/S Farid Ahmed Naik and others presented by advocate Fiaz Khan the Special Judge Anti-corruption Doda orders SSP Vigilance Jammu for re-investigation of fake ReT appointment case of a fake candidate Farid Ahmed Naik in Middle School Chitran of Zone Ghat District Doda. Aggrieved with the wrong, perfunctory and evasive report cooked by inspector Vigilance Organisation Jammu Niaz-ul-Hassan in respect of previously filed complaint dated 01-01-2016 the complainant again approached the Anti-corruption Court for reinvestigation of fresh complaint through some honest and capable officer in view of the accused favourable report submitted by Inspector Vigilance.
It is alleged that inspector vigilance without conducting any enquiry of allegations falsely reported in his report bearing No. SSP/ UDR/ 2016/ 2448/VOS dated 09/08/2016 that the allegation against the suspect have not be substantiated. Whereas that time Zonal Education Officer Ghat Showket Hayat Malik and Pritam Singh in their written statement on oath dated 04-10-2016 have stated that the accused Faried Ahmed Naik never worked in any EGS Centre of Zone Ghat w.e.f 2005 to 2008 and his claim is fake and forged which squarely dismisses report of inspector vigilance. Similarly the Nazme Darasgah of Private School Peoples Model Middle School Dhar also in his written statement dated 01-10-2016 stated that the accused Faried Ahmed Naik worked as Teacher in his private School Peoples Model Middle School Dhar w.e.f 2003 to 2011 and said that his claim that he worked in EGS Centre Gowari Dashnan w.e.f 2005 to 2008 is fake and forged. Similarly then Senior Zonal Resource Person Firdoos Hussain in his detailed report dated 20-04-2012 called by ZEO Ghat said that Farid Ahmed Naik worked in Private School Peoples Model Middle School Dhar w.e.f 2003 to 2011 as per the record of that Academy and ZEO Office Ghat, but the said report has been hushed up by concerned ZEO Ghat and as well as Inspector Vigilance raises many question. Besides Salary disbursement record, tuition fee receipts of Peoples Model Middle School Dhar are live proofs that the accused worked in Private Academy. In addition the accused also projected fake enrolment record of non-existent EGS Centre Gowari is another proof of his fake claim. The aggrieved complainant has stated that the Inspector lacks investigating ability, professionalism and essence to fight corruption and has shaken the faith of Public with his wrong report in this case of fraud and forgery and such reports are prone to encourage corruption in the state. Owing to breach of trust on the part of Inspector Vigilance the complainant has also submitted copies of the complaint to Governor J&K State, Chief Minister, State Vigilance Commission, Director General of Police, Director Vigilance and IGP Crimes for intervention and monitoring of enquiry being conducted by SSP Vigilance Jammu in this prime facie fraudulent appointment case in order to take it to logical end on merit and action against involved persons namely Athar Pervaiz teacher incharge legal cell Chief Education Office Doda, then In-charge CEO Doda, ZEO Ghat Nisar Ahmed and Shaiesta Tabassum presently Principal HSSG Doda and Saleem Raza incharge SSA. The complainant has also submitted copies of the complaint to Governor J&K State, Home Secretary, Director Vigilance, Director General of Police for monitoring and intervention in the enquiry to take it to logical end on merit. He also blamed ZEO Ghat for allowing fraudulent appointment to flourish by maintaining criminal silence on the issue and have inflicted financial loss of rupees one lakh upon the state exchequer as salary to the fraudulent appointee.
