Shocker in PDD: Retd Chief Engineers get lesser pension than non-gazetted juniors!

Srinagar/Jammu, Mar 20: In a shocking development that has created flutters across the Power Development Department, the gazetted PDD engineers have been getting lesser benefits including pension than their non-gazetted counterparts whereas non-implementation of Assured Career Progression (ACP) is being seen as a major cause of the mess.
The PDD engineers yet again recently discovered this when Bashir Ahmed Khan retired as Chief Engineer PDD. Khan was shocked to see that a non-gazetted engineer of the rank of AEE who retired with him would get double the pension and other benefits than him.
The news spread like wildfire across PDD wings in Jammu, Kashmir and Ladakh regions with the Jammu and Kashmir Electrical Engineers Graduate Association holding meetings. The JKEEGA said this injustice was nothing new and resolved to stage protests against the injustice in all the three regions of the state. Today daylong protests were held here today at JKPDD Complex Bemina and Grid Complex, Gladni, Jammu and at Leh as engineers went to mass leave to "express resentment over the callous attitude of the Government towards Regularisation and non-implementation of Assured Career Progression of engineers as is applicable in other departments and adjoining states of J&K." Er Pirzada Hidayatullah, President JKEEGA led the protest at Srinagar, Er Neeraj Sharma presided over at Jammu and Er Wangial Phunsok, General Secretary in Ladakh. The engineers lamented the delay on "Regularisation and non-implementation of Assured Career Progression of engineers."

in other Departments of the State." The JKEEGA President Pirzada Hidayat Ullah in his speech said: "At this juncture JKEEGA would once again like to apprise the Government in power, to honor the peaceful method of agitation and address the genuine demands of Engineers."
"Administrative setup of the state must understand the gravity of the situation existing in the career progression of engineers working in the department and effect of non-implementation of overdue and due earned privileges in their favor," Pirzada said.
"Adhocism, non-filling of vacant post at all levels and cadre, in-charge culture, additional charge scenario, stopgap arrangement, non-regularization attitude, so on and so forth is the order of the day and not only is this seriously plaguing the working of department in general but adversely affecting the career progression of engineers in particular," the JKEEGA said.
Taking a dig at successive regimes, the JKEEGA said: "The case of Assured Career Progression scheme proposed and worked out for the Engineers of J&K State is eating dust in Civil Secretariat for one reason or the other since last ten years and that too in-spite of repeated assurances. Assurances on discussed issues that demand a pragmatic approach have turned into a sham exercise." "The JKEEGA has demanded answer as to why accountability is demanded from Engineers, working at all levels in the department, in respect of progress on projects, quality and quantity of work done, revenue realization, energy accounting, safety, power supply etc. when the HRM department, created for addressing the issues of personnel of the department, has turned inert."
Seeking personal intervention of Chief Minister Mehbooba Mufti and Deputy Chief Minister Dr Nirmal Singh. JKEEGA has threatened to intensify the agitation should the government fail to meet their demands.
