Jammu, Apr 19: Injecting seeds of corruption among youth, a young contractor was allegedly forced to pay bribe to get project amount released in his favour.
Meanwhile, concerned authorities also threatened the aggrieved contractor to retract complaint.
According to sources, a young contractor, who happens to be district youth vice president of BJP-Akhnoor unit, took contract under MGNREGA for construction of lanes and drains at Geeta Colony Panchayat Daskal, block Akhnoor, but is still running post to pillar for the release of payment.
"On 9th September last year, he took contract of lanes and drains with an estimated cost of Rs 5 lakh. The work was completed in January 2017 and only half of the labour payment was made," said sources, adding that the full amount has been pending with ACD.
Sources said that according to labour rules, full labour payment should be released within 15 days of the completion of the project.
"When contractor approached Junior Engineer about release of his payment, he was asked to pay Rs 25000, which was equally advocated by PRO of concerned MLA," said sources, adding that earlier as well, for approval of this project, the contractor had to pay Rs 10, 000 to Inspector RDD.
If sources are to be believed, the Panchayat Secretary had also demanded and accepted bribe of Rs 25, 000 from contractor for release of pending payment.
"On February 25, contractor was forced to file written complaint with Sub Divisional Police Officer (SDPO) Akhnoor about demanding and accepting bribe for release of pending money," said sources, adding that the copy of the complaint was submitted with DGP, IGP, SSP and SP, but no action has been taken.
Disappointed with the approach of police, the contractor on March 23 contacted RDD Minister, who assured payment within one week.
"After one week, the minister sought some more time, but later on started avoiding calls of the contractor," said sources, adding that contractor had also filed complaint with ministry of home and PMO office.
Earlier, acting on the complaint, RDD minister had once raided BDO office Akhnoor and suspended two officials.
