Jammu, Apr 21: With speculations rife about imposition of Governor's rule in the state, the government in a surprise move accorded sanction for the implementation of 7th pay commission in the state, promising salary hike of around 5 lakh government employees.
At a time when the coalition seems to be at the crossroads after recent LC elections and war of words between the BJP and the PDP leadership, both parties, as per sources, have begun striving hard to regain the lost ground by appeasing masses with doles and sops.
One such exciting announcement was made on Friday when the finance ministry accorded sanction for the constitution of the high level committee to implement the 7th pay commission in the state of Jammu and Kashmir soon. This would benefit 5 lakh strong army of government employees of the state and could possibly cool down the anti-incumbency wave in the state.
Sources divulged that soon after the state finance minister held a detailed meeting with BJP general secretary at Jammu, the order was made public in which enough hints were sent to the government employees of a sudden hike in their monthly salaries. Interestingly, the government during this year's budget session had promised the implementation of the 7th pay commission in April, 2018. However, the order issued on Friday by state's finance's ministry has accorded sanction the committee for the implantation of the 7th pay commission recommendations a year earlier.
The order in possession of the Early Times reads: "Sanction is hereby accorded to the constitution of a Pay Committee, to -examine the revision of Pay Sca1es.of the state Government Employees/Pensioners pursuant to the implementation of 7th Central Pay Commission recommendations by Government of India."
The government has constituted seven member team with administrative secretary, Planning development and monitoring department as the chairman.
The committee has been tasked to examine the import of the recommendations of 7th CPC vis-a-vis the existing Pay Bands and desirability of changing them suitably. The committee has also been asked to transform the State Government Organizations into modern, professional and citizen friendly entities that are dedicated to the service of the people. The committee as per Friday's order will also review the structure of Medical Allowance, Compensatory Allowance, House Rent Allowance, Temporary Move Allowance, etc. as any change of rent structure for Government accommodation and any other issues which are directly related to the pay bands. It will further examine the principles which should govern the structure of pension, death-cum-retirement gratuity, family pension and other terminal and recurring benefits having financial implications to the State Government employees falling under old pension scheme appointed before 01.01.2016 besides any other matter which is related to the implementation of recommendations of 7th CPC in the State with modifications wherever required.
