Govt makes 'history' in upgradation of post of LA secy to Secy Gen

Jammu, May 18: PDP-BJP coalition government made history last month by creation of post of Secretary General for the Legislative Assembly, which is only second one in the entire country, first being in Parliament. The cabinet went a step further in 'creating history' as the move came up with a rider in the cabinet meeting ahead of shifting of Durbar from Jammu. The Cabinet accorded sanction to upgradation of the post of Secretary, Jammu & Kashmir Legislative Assembly as Secretary General subject to the condition that the post shall revert back to its original position immediately after the present incumbent vacates the post. The incumbent Secretary general, who was Secretary last month will only enjoy this 'elevated' stature for only month as he is due to retire by the end of this month. Who recommended his elevation and in lieu of what he got this favour for a short time, is the question political class, even the opposition has failed to notice. However, in administrative circles eyebrows have been raised for more than one reason. The resentment is strong for the fact that incumbent Secretary did not only 'manoeuvre' this favour , no matter at fag end of his service tenure, but more for the fact that government took this decision for a temporary period, just to oblige him, since the cabinet has put this condition the post will be reverted back to its original position immediately after present incumbent vacates the post.
Sources said that it is not only a couple of senior most PDP ministers who supported this proposal of his elevation, but initially it came up as a strong recommendation from a senior most BJP leader. Now that the cat is out of bag, this Secretary General is learnt to be busy in persuading power centres in seeking his extension, sources said adding that there are only few days left for his retirement, he is trying hard to get through this favour as a matter of priority.
Sources said those who supported his elevation and made the government to take this step in an unbecoming manner, have been obliged by the incumbent officer in adjusting their blood relations in the Legislative Assembly. However, what made the BJP leader recommend his promotion is a 'mystery', and even more intriguing is the silence of the ministers of BJP who did not raise any question, leave alone objecting to the move in the wake of the fact that the issue of Backdoor Appointments in Legislative Assembly rocked during the last couple of years while the officer occupied the seat of Secretary. The case of backdoor appointments stand proved by none other than the state Vigilance Organisation, besides State Accountability Commission having taken cognizance of the issue.
