Jammu, May 19: Instead of waiting for findings of an enquiry into alleged graft charges against a Junior Assistant, the Assistant Development Commissioner (ADC) Rajouri has placed the latter under suspension.
According to sources, the ADC Rajouri, Noor Alam, issued suspension orders of the Junior Assistant in hurry "to be in good books the Minister for Rural Development."
The ADC issued order earlier this month. "Ironically, he mentioned the date as July 2017 in the order", the sources said, adding that the order might be challenged in the court of law.
"A complaint is lodged before the Minister for RD&PR against Ashok Kumar I/C Jr. Assistant Block Moghla, that he demanded bribe from an applicant. So as directed telephonically by the Minister, pending enquiry the Jr Assistant is placed under suspension and attached in the office of ADC Rajouri and deemed to have been relieved from his present place of posting with immediate effect", the order (no. nepotism!
There are numerous flaws and misdeed committed by the ACD. The ACD is promoting nepotism and discourages the works force that does not fall in the line.

According to sources the Commissioner in recent past had also issued an arbitrary order to appease his political masters. "Several months back, the ACD in his jurisdiction had transferred project officers engaged on contractual bases", the sources said and added that those who were appointed/engaged on contract basis cannot be transferred.
They further said that in the month of April 2017, the ACD again issued several orders under which mass transferred were made. "However, revisiting the mistakes made by himself, the ACD kept all orders of transfers under abeyance", sources said and that in the order apart from regular officials, several contractual officials were also transferred by the ACD.
Sources said Chief Vigilance Commissioner and Director Vigilance should seize record available in ACD office Rajouri. "There will numerous flaws and misdeed committed by the ACD", they said and added the ACD has promoted nepotism.
