Overloading is a callous
menace which has gripped almost Jammu and Kashmir State vehemently. It is still in its full- stage and concerning Regional Transport Authority is unaware about it and still small efforts are initiated in this behalf to tackle this menace and catering the needs of the local area people who are living in rural areas mostly at link roads like-Chayari -via Mawa to Samba, Rajpura- via Sanoora to Ghagwal, Ghra- Satoora-via saddah to Kootah, Nud- Battal- via Mansar to Samba, Sumb via Balatre to Samba, Keso- kamore- via Koulpur to Vijaypur, Karyal to Ramgarh via Allah- Nandpur, Bishnah to Salair via Makhanpur, Ramgarh -Dug via Chhowni- Abtal, Nanga to Ramgarh Via Chak- Babral, Samba to Udhampur via Manwal, Satwari to Phalain- Mandal via Hakkal Dairy, Satwari- Mira sahib to Muralian via Kulian, Bakshi Nagar to Akhnoor via Doomi, Sanji- Morh to Rajbagh via Ladwal, etc.
In other words we can say that thousands of the passengers are boarding the passenger vehicle in the local areas at the link roads in the state for their routine purposes. They are riding the passenger vehicles on their respective roads on the God's Bharose. And many of these roads are in its dilapidated and shattered condition too which adds up to the problem on the other hand and give rise to such incidents like serious mishaps at any moment and causing deaths of the innocents without any reason Allah, Ram Bachaye! In-addition the main problem which is still its full- stage in the state is overloading on these link roads inviting to the mishaps like serious accidents at any moment none can prevent so. Here people of these areas are also compelled to ride these passenger vehicles owing to scarcity of the passenger vehicle service on these link roads. Perhaps it the major region that there on roads one can watch the overloaded vehicles having loaded with quite more than its capacity are running vehemently without proper checking or prevention.
On the other hand there are number of vigilant agencies are assisting to the Motor vehicle department at very sub- regional level in order to make the transport safety of the local passengers like- ARTOs, Traffic Police, Police- Nakkas / barriers, different road authorities like PWD, CPWD, GREF, etc which are hawk watching these overloading vehicles running on all of these link roads. Due to negligence of such agencies the overloading is emerging in the state at its full height and inviting the mishap like incident at any moment and claiming the lives of the innocent people living in these local areas.
Though the registration of the passenger vehicles are enhancing in its number in the sub- regional transport offices since independence and perhaps they still not prohibiting to any vehicle causing care of the model, chasis- number, engine- number, etc. these basic menaces are having into concern of the Regional Transport Authorities at sub- regional level. Which are all such may be uncared by the Motor Vehicle department as well as agencies helping it in order to make the transport system viable throughout the state.
The lopsided provision of the services throughout the state on these link roads plus overloading in its full height is emerging as draconian act of negligence and an open invitation to the accident like incidents like samba (Chalyari ) had happened lastly in which innocent students and other locals had lost their lives. Where vehicle was overloaded with much more than its capacity and it was also crossed through the police Nakas and while it rendered uncontrolled while it moves downward to samba from Helipad ground in the gap of Mandhera near Galoudu Mandir at link road.
In addition there are number of such accidents occurring on the link roads of the state due to the cause of overloading menace. Though there are another reason for adding in this menace like negligence of the sub- regional motor vehicle department for not to taking into concern the model, chasis- number, engine- number, etc due to which vehicles are more prone to accident like incidents on these link roads. Because the old modeled vehicles are reduced in power bear the balance of such a overloading burden. And there one can watch number of such vehicles running on these roads with overloaded of its original capacity.
There is urgent need of settling-up of boards at sub regional levels for assessing the models, chasis- number, engine- numbers for assigning the suitable route permits and taking into cognizance the capacity of vehicles to run on these link roads so that future tragic accidents can be prevented at large and safety of the innocent people living in these link roads can be ensured. Unless confidence of the local people living among the rural areas may let loose in extravagance.
According to suggestions of some concerned area people few Immediate measures for removing overloading of passenger vehicles should be taken-up, by deploying the suitable number of passenger vehicles and entertaining the complains of the local area people by erecting special motor vehicle complaint cell in the state which are in surveillance of Chief Minister of the State. So that negligent sub- regional wing pertaining to Motor vehicle department can be watched directly and proper legal action can be taken against the entrants in very early manners. And assisting agencies to motor vehicle department like police, traffic police, route authorities should render more vigilant in order to ensure the passenger safety of the local area living surrounding these link roads. In other words we can say that responsibility assigned to each wing is the duty to advent is the strong need of the hours!
