Examination center incharge suspended for frisking female candidates

Jammu, Aug 23: Examination centre in-charge has been suspended by Deputy Commissioner Rajouri after he was found conducting search of female candidates during 10th class Bi-annual examination on August 1 at centre No 4628 ay HSS, Thanamandi.
After copying case was framed against a girl student, Arshad Iqbal, lecturer and in-charge of the centre allegedly conducted physical frisking of the girls students. A video of the incident went viral on social media.
In another Whatsapp message, some people of the area also alleged mass copying at this centre. Taking sue moto of the viral video and WhatApp message , Deputy Commissioner has placed under suspension the examination Superintendent/ Deputy Superintendent. He also ordered detailed inquiry into the allegations levelled against the examination centre staff. CEO constituted a two member committee including District Education Planning Officer (DEPO) and Principal HSS, Nowshera who submitted the report to CEO after two days. Vide his enquiry report No. CEOR/20089 dt 5/8/2017, CEO clearly suggests many lapses on part of principal GHHS, Thanamandi besides searches of the female candidates by Arshad Iqbal, lecturer, who was overall in-charge of the examination centre. "Despite availability of female staff, no female official was assigned duty inside examination hall and as per the statements of the female candidates, Arshad Iqbal himself performed the duties of female invigilator" CEO said in the report. "In view of the lapses established in the enquiry report, lecturer Arshad Iqbal has been suspended and attached with the office of SDM, Nowshera till further orders. SDM has been directed to maintain attendance register enabling the department to provide monthly suspension allowance to lecturer" said DC.
Deputy Commissioner, vide his office order No.160/DDCR/2017 dt 2/8/17 had also suspended superintendent and deputy superintendent of this centre namely Zaffar Javed Qazi and Tahir Ayub after allegations of mass copying / unfair means . Deputy Commissioner has also reinstated superintendent/ deputy superintendent with directions that both shall remain debarred from any examination duty/ any sensitive duty other than teaching for the next five years and not to indulge in such activities in future.
