SRINAGAR, Sept 19: At a time when the state government is 'reluctant' to regularize services of thousands of daily wagers it continues to shower 'benefits' on its own people. In a latest case a friend of a politician belonging to one of the coalition parties has been rehabilitated.
In August the General Administration Department (GAD) issued an order according to which a non-state subject (a resident of Mumbai) has been appointed as traffic advisor. The concerned person has been entrusted with the responsibility for traffic planning and designing in Jammu & Kashmir.
"Sanction is hereby accorded to the engagement of Anuj Malhotra as Traffic Advisor for Traffic Planning & Designing in the state. The engagement of Anuj Malhotra shall be governed by the following terms & conditions and assignments," reads the Government Order 1052-GAD of 2017. The order was issued on 11-08-2017.
Referring to the terms and conditions it has been written that the traffic advisor shall be engaged for a period of one year extendable up to three years as per requirement. It says that the emoluments for the engagement shall be equivalent to the pay/TA/DA/Leave/Housing/Transport/Medical Allowance as admissible to an officer of the level of Secretary in Jammu & Kashmir Government.
"He shall provide technical inputs and budgetary recommendations for all urban design and transport related projects in the state. He shall recommend and assist in creating the Urban Design/Urban Transport in the state which in the initial stage shall be established in the office of Divisional Commissioner, Kashmir," reads the government order.
The order says that the traffic advisor shall act as de-facto Technical Director of the new Urban Design/Urban Transport Cell. He shall create new initiatives, projects and programs on the urban transport and urban design for the betterment of the cities and the life of the residents in the state, the order adds.
"He shall recommend deputation of technical staff from the other departments of the state government, as felt necessary, for the projects undertaken by the cell. He shall extend consultation/advice for hiring of consultants/firms as necessary for the projects to be undertaken by the cell. All his emoluments shall be borne by the Transport Department," reads the order.
Early Times has learnt from sources that the appointment of traffic advisor is politically motivated since he is a close friend of a politician belonging to a politically rich family of the state. The concerned politician jumped in the fray of politics more so electoral politics very recently.
"The appointment of Anuj Malhotra as traffic advisor is not ordinary and is politically motivated. The people at helm continue to shower benefits on their friends and relatives and the appointment of traffic advisor is a latest in this whole scenario," said sources.
