Minister goes out inaugurating incomplete projects!

Jammu, Oct 16: Call it a non- serious approach of the dispensation or sorry state of affairs, the highway inaugurated by a minister few days back wasn't even ready for an inauguration. However, the minister seemed much in a hurry to get the credit in his name ahead of the possible cabinet revamp.
As the cabinet expansion in Jammu and Kashmir's coalition government is on cards with portfolios of some ministers being altered, the portfolio of the minister in question is likely to be changed and his name among the list is making rounds within the power corridors of the state.
Sensing countdown, the minister in a jiffy went ahead with inaugurating one of the vital highways connecting Jammu with Srinagar. The four lane highway comprises of five sections. Qazigund Bypass (total 3. 85 kms, completed length 3.00 kms), Bijbehara Bypass (total 12.7 kms, completed 10.00 kms) Awantipora Bypass (total 7.34 kms, completed 4.00 kms), Pampore Bypass total 9 kms, completed 9 kms) and widening of existing Highway (31.37 kms, completed 29 km).
Terming it as the beginning of an era of unprecedented connectivity, Minister on October 13, this year inaugurated the first section of what he termed the 'prestigious' four lane Srinagar-Qazigund Highway project.
The Minister said during the inauguration that the new highway will go a long way in connecting South Kashmir with Central Kashmir and subsequently to other areas. The Minister was accompanied by Minister of State, DC Pulwama, CE R&B, representatives of Ramky and National Highway Authority of India and other officials. The first section comprises of 9 km of road length from Gallander to Lasjan Bypass. The Minister said that with the inauguration of the first section of highway the vehicles will be able to reach their destination in minutes and it will also minimize the traffic jams at the Panthachowk junction.
However, what raised several eye brows was that the highway that the minister inaugurated wasn't even yet ready for being inaugurated. There were no street lights, no dividers and no barricades on the road edges erected yet. In technical terms, it would have been appropriate to inaugurate the highway after few months as there were several measures yet to be taken for its overall completion.
As one looks at the picture of the highway which was issued by the minister's media cell, there is dried mud evident everywhere with single step taken so far for its beautification. "How could you call it a highway and why was it inaugurated in such a hurry. There were several things yet be ensured before the ribbon cutting ceremony could have been held amid much fanfare," says an official.
However, as per the reports, the minister was in a jiffy to get his name inscribed on the inauguration stone before the possible cabinet revamp. The minister is apprehensive of being dropped or being accorded some other portfolio due to which he has gone out on inauguration spree. There are speculations that the minister in question would be handed over the portfolio of Culture and his current portfolio shall be accorded to his some other senior colleague.
