Early Times Report

Jammu, Nov 23: The lethargic attitude of the Irrigation Department has caused huge financial loss to the tune of Rs 4 crore to state exchequer in connection with seven Lift Irrigation Schemes which remained incomplete even after the lapse of years together depriving thousands of the agricultural land from the facility of irrigated water.
Sources told Early Times seven Lift Irrigation Schemes including Awneera, Lalyal, Saidgarh, Sohanjana, Kothey, Saini, Jathana and Gurah Pattan were due for completion between 2000-01 to 2006-07 were not completed due to dispute over land, link alignment, insufficient water source, non completion of civil works, non procurement/ installation of machinery and inadequate fund machinery and inadequate fund and thus, resulted in waste expenditure of Rs 4 crore besides non provision of irrigation facilities to 2100 acres of land.
They further said that on various occasions the department was asked to take steps to complete all the ongoing lift irrigation schemes in a time bound manner necessary measures and make them functional so that the farmers would be benefited. Shockingly the Irrigation Department made false claims to the higher authority of the completing majority of the schemes. "The Department had stated that all schemes except Awneera Irrigation Department Shopian, Lalyal Irrigation Department-I Jammu, Saidgarh and Kothey Saini Irrigation Department II Jammu have been completed and are functional," they said further adding that no action was taken by the department to complete Lift Irrigation Schemes Awaneera, Lalyal Saidgarh and Kothey Saini and made them functional even after making an expenditure of Rs 2.24 crore on their execution against the estimated cost of Rs 4 crore.
The ill planning of the Irrigation Department before executing of the schemes to ensure encumbrance free land, sustainable water resource, proper channels, inadequate machinery pushed back the projects and made unable their competition subsequently functioning, they informed.
