School heads delay reply to explanations to avoid action

Rajouri, Dec 10: Many heads of the schools in Rajouri district are purportedly delaying the explanation replies to the higher authorities to avoid departmental action against them / staff members in order to put political/ other pressures.
The matter came to light when Chief Education Officer in his office letter dated 9/12/2017 has directed heads of several institutions either to submit their replies ( explanations) soon or their non-seriousness will be conveyed to the concerned authority for further action.
Pertinent to mention here that after several complaints lodged with DDC by the people about poor functioning in the government schools, teams were constituted by DDC to organise surprise visits to 45 schools at various locations.
On the directions from the DDC , inspections were conducted in 45 such schools by the teams from District Institute of Education & Trainings (DIET) and reviewed attendance in schools and offices, maintenance of leave register and official records, serving of Mid-Day Meal and other administrative issues apart from academic profile of students.
The inspection reports were reviewed by the senior district officers and after scrutiny of same and on their report Dr. Shahid Iqbal Choudhary DDC has issued directions for various actions including withholding of salary, serving show-cause notice and meeting for curative account.
Salary of more than 25 officials including heads of institutions, physical teachers and resource persons has been withheld.
Later Chief Education officer (CEO) Ch Lal Hussian on the order of DDC, had sought the explanations from the head of the institutions.
Even after lapse of stipulated time to file the replies / explanations, the head of 11 institutions, including ZEO, Baljaralan, principals of 5 higher secondary schools, failed to submit their explanations till December 9.
"Reply of many of the heads of the institutions is still awaited for further submission to the office of DDC" said CEO in his officer letter. No: CEOR/PS/20`17-18/34843 dt 9/12/17.
Non-seriousness in this matter shall be convened to the authority (DDC) for further action, added CEO.
