HC orders sealing of 2 ETT colleges in Jammu

Srinagar, Dec 13: The High Court today ordered Divisional Commissioner Jammu to seal two Elementary Teacher Training (ETT) colleges in Jammu for violating norms.
"The status report filed by Inspector General of Police, State Crime Branch Jammu is suggestive of the fact that the authorities by abusing their official position have granted NOC in favour of Ambica ETT & RI Kunjwani and alleged promoter to run the ETT institution in deviation to the guidelines of National Council for Teachers Education and J&K Education Act, 2002," a division bench of court comprising Justices Mohammad Yaqoob Mir and Ali Mohammad Magrey said during the hearing of a Public Interest Litigation.
The Court observed that the promoters of the said institutes in league with BOSE authorities established ETT institute and admitted 17 students after depositing affiliation fee with J&K BOSE Jammu without removing the deficiencies pin pointed by the inspection team.
The status report added that in pursuance to the directions of the Court, list of ETT institutes which were found running illegally and the promoters of these institutes have been submitted to the Secretary School Education Department on November 29 for further appropriate action.
When Additional Advocate General was asked as to what action has been taken by the Secretary, he responded that the report has been received only three days back.
"Till the appropriate action is taken by the Secretary School Education Department, Jammu, we direct that these institutes for the time being shall be sealed," the court said and asked Divisional Commissioner Jammu to ensure compliance and file report by or before next date of hearing in the case on February 20.
Regarding implementation of the J&K School Education Rules, 2010, the AAG stated that to his information various steps have been taken, but some more time was required and assures that by next date of hearing he will file compliance. "At his personal request, four weeks time is granted," the court said.
