Education department issues clarification about private coaching by Government teachers
Step taken to cover up the 'follies'

SRINAGAR, Dec 13: After facing flak from different sections of society for allowing government teachers to carry out coaching at private coaching centres in the state, the state government was today forced to issue a clarification in this regard.
However, after analyzing the clarification it has come to the fore that government teachers can teach in private coaching centres even though for the same they have to seek proper permission from the concerned quarters. The move seems to be a calculated one and it has been done to 'legalize' the private coaching of government teachers.
In a press statement issued today, an education department spokesman clarified that the School Education Department vide circular instructions issued under endorsement number: Edu/L/J/Misc/131/2017 dated 25-09-2017, has ordered that no teaching faculty shall undertake any activity/assignment, including teaching in private coaching centres, unless he/she obtains prior permission of the competent authority.
"While there is no ban imposed on undertaking private tuitions in coaching centres, the government teachers are bound to obtain prior permission from the competent authority before undertaking such assignments in coaching centres," said the spokesman adding that strict action shall be taken against those teachers who flout circular instructions issued by the department.
Sources told Early Times that the private coaching centres design the curriculum in such a way that the government teachers take the classes there while taking the government directions for a ride. The classes are usually organized early in the morning or late in the evening and this is done to facilitate entry of government teachers to the private coaching centres.
"During the winter vacation the classes are organized in the day and the government teachers teach the students without any monitoring from the higher ups of the Department of Education. Over the years the government teachers have been part and parcel of coaching centre culture in the state and there is no denying the fact," said sources.
Sources said that education has been commercialized in Jammu & Kashmir and the state government is fully aware about the same. They said that people at helm have over the years failed to stop the mushroom growth of coaching centres at Jammu, Srinagar and other districts of the state.
"In order to cover up for their follies the state government has introduced some provisions vis-à-vis coaching at the private coaching centres. This has been done to provide a safe route to the government teachers so that they earn quick bucks at the coaching centres. Had the state government especially the department of education so serious in this whole issue, then results of government schools would have been much better," said sources.
Sources said that lack of supervision and monitoring from the state government has 'emboldened' the government teachers and these people are taking the law for a ride. Over the years no action whatsoever has been taken against the government teachers teaching in private coaching centres and one cannot hope any 'change' in this regard in the near future.
