Jammu, Jan 21: Former DGP, J&K and Director, Centre for Good Governance and Public Accountability, M M Khajooria along with Chairman, Team Jammu, Zorawar Singh Jamwal and Professor Alka Sharma today released a book "Concept and Contours of Regional Autonomy", during a function organized at Press Club of Jammu, here.
Interacting with media persons, M M Khajooria said that "though we are not pitching our voice against any particular region of the state, but, this concept regional autonomy by establishing regional councils are the only way out and lasting solution for an equitable development of all the three regions of J&K."
"We feel that integrity of the regions must be preserved and this was an idea behind introducing the road map of regional autonomy in the state of Jammu and Kashmir through this book," said M M Kahjooria. "Historically, Jammu and Kashmir State is the creation of Treaty of Amritsar (1846) and the conquest of Dogra Army led in most campaigns by the legendry Dogra General Zorawar Singh. These conquests extended deep into Baltistan and 'Chota Tibet' even before the Treaty of Amritsar was signed and sealed. The Dependencies were allowed to run their affairs according to this own traditions and culture, the rest of the territory was divided into three Provinces -Frontier, Kashmir and Jammu for the purposes of governance," recalled M M Khajooria and added that "these units were geographically compact, culturally and linguistically broadly homogeneous. It must be said to the credit of the Administrators of the time that they did an excellent job in harmonizing complex and baffling multiplicity of traditions, cultures, history and languages".
