Helpline no. 102 remains non starter

Jammu, Mar 16: Despite high rate of road mortality, Jammu and Kashmir is only state where the helpline numbers 102 for ambulances service is not functional. Many precious lives could have been saved had the nation wide ambulance services been made operational in the state.
As per National Crime Records Bureau (NCRB) survey conducted in 2013, Jammu and Kashmir topped the list of accidental death-prone areas. It states that an accident in the state has a 64 percent chance of causing death as opposed to 36.4 percent across rest of India.
Official sources told that the initiative could fulfill the need of medical aid reaching to the people within the golden hour, where the chances of saving a life are manifold.
Sources also added that Jammu and Kashmir Medical Supplies Cooperation had floated tender with requirements of retrofitting of 150 ambulances along with supply and fitment of equipment (as per indicative list in scope of work) for 123 Basic Life Support (BLS) ambulances and 27 Advanced Life Support (ALS) ambulances including fitment of Vehicle Tracking and Management System (VTMS) devices in these 150 ambulances. Operationalization of 150 ambulances including strategic positioning thereof, provision of sufficient no. of Human Resources (driver & paramedics) and running & maintenance of these ambulances on 24x7 basis.
The copy also states establishment and operationalization of two 25 seater 24x7 call-centers (toll free) - one each at Jammu/ Kashmir Divisions for effective management of ambulance services alongwith provision of call-center for existing fleet of 300 ambulances already equipped with VTMS network.
"The tender had been finalized by JKMSCL with a Hyderabad-based private company-GVK EMRI, but due to some known reasons the tender was canceled and fresh tender was floated by JKMCL," Official sources told. Sources added despite lapse of many years after announcement the launch of helpline numbers for calling ambulances but the service is not available anywhere on the ground.
Managing Director, JKMSCL was not available for comments.
