Transport department advertises AMVI, SMVI posts without sanctioned strength
Leaves out important criteria for MVI posts

SRINAGAR, Mar 21: The Jammu & Kashmir government has a habit of framing recruitment rules for different government departments and then these rules are flouted with impunity by the people at helm.
On November 28, 2017 Services Selection Board (SSB) invited application for 20 posts of Motor Vehicle Inspector (MVI) in the transport department under Prime Minister's package for Kashmiri Pandits. Out of the 20 posts, 11 posts were earmarked for open merit (OM) category. These posts were advertised under Division cadre Kashmir.
Four posts were reserved under Resident of Backward Area (RBA) category while as two posts each were reserved under scheduled caste (SC) and scheduled tribe (ST) categories. One post was reserved for the candidates belonging to actual line of control (ALC) category. The SSB had set December 22, 2017 as last date for submission of applications.
The qualification or eligibility criteria set out by SSB for these posts was that the candidate should have three years diploma in automobile engineering. The recruitment agency did not set out any more condition for the posts.
The same is in violation of SRO 263 issued by Transport department with regard to appointment of MVI. The SRO makes it clear that anybody who applies for the post of MVI should have a diploma/degree in automobile or mechanical engineering, should have one year workshop experience and must hold driving license to drive motor cycle with gear, heavy goods vehicle and heavy passenger motor vehicle.
The advertisement notice issued with regard to MVI on 28-11-2017 has set out only component of SRO 263 while leaving the other two much to the discomfiture of the candidates who were fulfilling all the parameters. The SSB on the same date advertised 10 posts each of Assistant Motor Vehicle Inspectors (AMVI) and Sub Motor Vehicle Inspectors (SMVI). These posts were also meant for Kashmir division and that too under PM's package for Kashmiri migrants.
For the AMVI posts the SSB advertised that the applicants should have diploma in automobile or mechanical engineering while as for SMVI posts the applicants should have Bachelor of Engineering or B Tech or diploma in automobile or mechanical engineering. Here too there is no mention of one year workshop experience and holding of driving license to drive motor cycle with gear, heavy goods vehicle and heavy passenger motor vehicle.
The advertisement of AMVI and SMVI posts is somewhat against the rules since there is no sanctioned strength and sanctioned recruitment of AMVI posts and SMVI posts in the transport department. The same was confirmed by Additional Transport Commissioner, Jammu & Kashmir.
"With regard to the above advertised posts, it is pertinent to mention here that the Motor Vehicles Department, is having prescribed qualification for the post of Motor Vehicle Inspectors as per the SRO 263 dated 08-08-2012. There is no sanctioned strength and sanctioned recruitment rules for the posts of Sub Motor Vehicle Inspectors and Assistant Motor Vehicle Inspectors, in this department," wrote Additional Transport Commissioner, Mohinder Singh to Secretary, Transport on 14-02-2018.
It would be in place to mention here that only 19 MVIs are discharging their duties in Jammu & Kashmir at the moment..
