srinagar, Apr 20: The retired police officials are retaining police personnel at their residences despite the directives of Ministry of Home affairs (MHA) to the Jammu Kashmir Government that guards at residences should be withdrawn within a period of one month after retirement.
Sources told Early Times that a number of retired police officers especially retired SSPs, SPs are retaining police personnel at their residences. "Such matters create a wrong impression in the public mind and are also against the basic decorum and discipline of government service, more so of the uniformed services, sources maintained.
Quoting example sources told Early Times that at one place in Srinagar, a retired SP has retained two police personnel one from armed police and another from the Executive police at his residence. "Why can't these retired offices live like ordinary civilians," people have questioned.
One of the top government officials told Early Times that they should not be allowed to enjoy government facilities especially the personnel at residences since they contribute a little or nothing after their retirement in the service of the nation. "Only those police officers and bureaucrats should be allowed to retain government facilities who are facing any threat," the official maintained
According to the letter no. 1-45020/09/2016-Pers-II dated 21-09-2016, MHA had strictly asked Chief Secretary of Jammu and Kashmir Government, heads of Central Armed Police Forces and Assam Rifles/Central Police Organisations and Directors General of Police (DGP) to ensure that various privileges such as personnel at residences, vehicles, personal security etc. should be withdrawn within a period of one month after retirement of any Police Official.
The officials of Jammu and Kashmir government had asked to strictly comply with the directions of Union Ministry of Home Affairs (MHA).
The state government had directed that if security is to be provided to any retired Police Official, this should be based on a specific threat assessment particular to him and should not be based on a threat of general nature arising out of a post he had held before retirement. "In case a retired Officer 'fails to follow the above instructions, Government should ensure that the officials should be made to pay for the various privileges," MHA had said.
Similarly, the MHA had said that action should be taken against the serving officials who do not take timely action to withdraw the various privileges mentioned above from the retired Officials. MHA had sought compliance report from Chief Secretary of Jammu and Kashmir, heads of Central Armed Police Forces & Assam Rifles/Central Police Organisations and Directors General of Police (DGP) by October 31, 2016.
