SRINAGAR, May 23: The Jammu & Kashmir government has a habit of spending lakhs or crores of rupees on establishment of public utilities and later on maintenance of these public utilities is given a 'damn' by the people at helm.
Same situation is witnessed with respect to a public health institute located in the outskirts of summer capital of the state. Despite the fact that the public health institute caters to a huge population the health department seems unmoved to upkeep or maintain the health institute.
Primary Health Centre (PHC) Gangbugh located on the fringe of Srinagar city has been ignored by the health department. The PHC has not been fenced from two sides and as such it is vulnerable to 'infringement' from the miscreants and anti-social elements.
"The PHC provides an option to the anti-social elements to carry out their activities since it is not fully fenced. It needs to be fenced so that the machinery and equipments available at the laboratories are safe. As on date these utilities can be easily damaged by the anti-social elements," said a group of people while sharing views with Early Times.
The residents said that the most of the glass panes of the PHC have been damaged by the miscreants. They said that the miscreants can easily break the lock of the main door of the health centre and cause damage to the equipment and the machinery present there. They are all praise for the doctors and other staff posted at the health centre. "The doctors and the other staff posted at the PHC attend to their duties regularly. Since there is no parking space available at the health centre the doctors and the other staff have to park their vehicles in the compound of the PHC. As soon as there is rain the vehicles get stuck in the mud and they are cleared after difficulty," said residents.
Residents said that no leveling has been done at the PHC thus resulting into numerous problems for the people visiting the health centre. They demanded that proper security needs to be put in place at the PHC so that it is made free from the possible assault of the anti-social elements.
"If the situation remains same then the building of PHC would cave in at any point of time thus leading to huge loss to the state ex-chequer. It is important that the PHE is properly fenced so that its benefits last forever for the huge population that is dependent on it. The concerned authorities need to take up the call and carry out the needful action," said residents.
PHC Gangbugh falls in the Amira Kadal assembly segment being represented by Minister for Finance Syed Mohammad Altaf Bukhari. The PHC is under the administrative control of Chief Medical Officer, Srinagar Zone Batmaloo under the aegis of Directorate of Health Services Kashmir.
