DPC extends its brief, fills up direct quota posts through promotion in Department of Tech Edu

srinagar, July 17: Departmental Promotion Committees are supposed to take up the promotion cases in their respective departments and order for promotion of employees who fit the bill in every respect.
A DPC of Department of Technical Education virtually threw the norms to the wind and instead of taking up promotion cases of the employees, it carried out an illegal and immoral job. The DPC filled up twenty two (22) posts of Junior Assistants, Laboratory Assistants and Workshop Assistants under the direct quota category by promoting the employees in the department.
The DPC of polytechnic sector of the department was held on November 9, 2017 in the office chamber of then Director Technical Education, Shabnam Kamili. While throwing all norms to wind, the DPC made regularization of 22 Junior Assistants/Laboratory Assistants and Workshop Assistants.
Sources told Early Times that besides Director Technical Education the other members of DPC included Mohammad Shafi Bhat (Joint Director Projects), Arun Bagotra, Principal Polytechnic College Boys, Jammu, Reetu Jamwal, Principal Women Polytechnic Jammu, Altaf Shalla, Principal Kashmir Government Polytechnic (KGP) Srinagar, Nisar Ahmad Shah, Principal Women Polytechnic Srinagar, a representative from the Technical Education Department, Ghulam Hassan and Mushtaq Akhoon, section officers.
"The regularization of these officials is illegal and unethical as these posts belonged to direct quota and the same stands referred to Services Selection Board (SSB). The service rules of the sector are governed under SRO 145 of 2002 dated 10-4-2002 in which mode of recruitment for the post of Junior Assistant, Laboratory Assistant and Workshop Assistant is 75 percent by direct recruitment and 25 percent by promotion from class IV employees," said sources.
Some of the Junior Assistants, Laboratory Assistants and Workshop Assistants who got benefited are Shifa, Neelofar, Sobia, Mohammad Altaf, Mohammad Amin, Bilal Ahmad, Balwant Raj, Waseem Ahmad, Khurshid Ahmad, Parveena and Nighat Bano.
Since the Governor Narendra Nath Vohra led State Administrative Council (SAC) has been tough on corrupt and malpractices it remains to be seen whether the council would act tough against the DPC of the Technical Education department. They said that members of DPC after receiving hefty sums from the beneficiaries 'misused' their official position and promoted officials against direct quota posts.
"In polytechnic sector the Government Vide order number 100-Tech (Edu) of 2011 dated 4-7-2011 created 18 posts of Junior Assistants and 18 posts of Workshop Assistants. Besides, the sector had already 18 posts of Junior Assistants (total 36), 18 Workshop Assistants (total 36) and 24 lab Assistants. As per mode of recruitment 26 posts of Junior Assistants and eight posts of workshop assistants and 18 posts of Laboratory Assistants belong to direct quota and the rest belonged to promotion quota posts from the category of orderlies/chowkidars/hostel cook," said sources.
The sources said that DPC besides the promotion quota posts regularized the officials from departmental candidates against direct quota posts and that too in violation to recruitment rules. The candidates who were regularized against these posts were actually working in the department as helpers for which there is no clear promotion policy
