SIC fails to compile annual reports from 4 years

Srinagar, Aug 13: Jammu & Kashmir State Information Commission (JKSIC) which was created under act of state legislature to ensure transparency and accountability of public authorities has miserably failed to compile its annual reports from last 4 years.
The last report compiled by SIC was in 2013 and since then not a single report has been prepared by this commission which has been constituted under J&K Right to Information Act 2009 (J&K RTI Act 2009)
As per section 22 of J&K RTI Act 2009 , the State Information Commission shall, as soon as practicable after the end of each year, prepare a report on the implementation of the provisions of the act during that year and forward the copy to the Government. Sub section 2 of this section says that each department shall, in relation to the Public Authorities within their jurisdiction, collect and provide such information to the State Information Commission as is required to prepare the report and comply with the requirements concerning the furnishing of that information and keeping of the records for the purposes of this section"
By not coming up with annual reports from 2013 on-wards the J&K State Information Commission (JKSIC) has failed to adhere to the provisions of J&K RTI Act 2009.The last annual report was uploaded by SIC for the year 2013-14 on its official websites from that year on-wards not a single report has been prepared by the Commission. SIC had come up with its 1st report in 2011-12 , it comprised of 3 year report (2009-2010, 2010-2011,2011-2012) . In 2012 -13 G R Sufi the former Chief Information Commissioner (CIC) came up with a detailed and extensive report. He again came up with a report in 2013-14 , but after that no report has been published by SIC.
" SIC castigates senior Govt officers who are First Appellate Authorities (FAAs) and Public Information Officers (PIOs) during case hearings. They are reprimanded for not adhering to J&K RTI Act provisions. When the commission has itself failed to adhere to J&K RTI Act 2009 provisions, i believe it cannot enforce the RTI law with full might if it is questioned for the same ? It is urged upon Commissioner SIC M A Mir to prepare all the annual reports of last 4 year and along with my activists are ready to assist Information Commission in this regard " said Dr Raja Muzaffar Bhat Chairman RTI Movement
As per previous annual reports of State Information Commission (SIC) , in year 2009-10 when this law was enacted in J&K only 741 RTI applications were received. This figure jumped to 3110 in 2010-2011. In 2011-2012 total RTI applications received in J&K was estimated to be 12136 which was more than doubled by 2012-13 ie 27619. In 2013 -14 total RTI applications received by various Govt organisations in J&K was estimated around 30,000. From 2013 on-wards no details are available with SIC.
