South Kashmir doctors mock transfer policy
Stick to convenient postings for decades

Early Times Report

Srinagar, Aug 28: Throwing norms to winds, several influential doctors have stuck to same places of postings in South Kashmir and have never been transferred.
The transfer policy of the Health department clearly states that an official should have a minimum tenure of two years and a maximum of three years at a certain place. However, in South Kashmir Anantnag district, sources say, many doctors have been overstaying for over ten years now.
Sources said that a general surgeon, an ENT specialist and a dermatologist are among the doctors who refuse to leave the 'choicest posting'.
Sources said that a dermatologist in district hospital Aanantnag is posted there from last more than 20 years and is also running a clinic at the same place.
"They get themselves transferred to another place for a few months and then get either an attachment or a transfer order back to the district hospital in coonivance of certain officers in the department," sources told Early Times.
Sources said that Private practice and a doctor-pharma nexus in this district have been thriving right under the nose of the administration.
"They are mostly local doctors and by staying closer to home and at a busy medical facility they increase footfall at their private clinics," sources said adding, "some of them have even set up private hospitals and lure patients to these hospitals for surgeries."
The list of doctors in the possession of early times clearly shows that many doctors have secured their postings for decades together in twin hospitals of main town Anantnag.
Most of these attached doctors are here since more than six years, says an insider. A doctor who is a Medical Officer here is working as a Pediatrician here in Anantnag and also runs a clinic where he mentions himself as a child specialist," sources claimed.
He is posted at Kokernag but is discharging his duties in MCH Sher Bagh hospital after getting attached here, sources said.
Sources further said that there is a strong lobby of doctors in the state who have political backing due to which they are not being transferred from the hospitals from past many years, allowing them to pursue lucrative private practice.
People have appealed to the governor administration to take cognizance of such open violation of transfer policy and shuffle the overstaying doctors out of their comfort zones.
