Ring Road projects fail to take off
PM inaugurated projects in March, work yet to begin

Srinagar, Sept 1: The much-hyped Semi Ring Road projects in Jammu and Srinagar cities are turning out to be a big failure as the work is yet to begin in spite of allotment having been done in February this year.
In May, PM Narendra Modi had been invited to inaugurate this project at Srinagar, but due to non-payment of fair compensation to the farmers whose land was acquired, the project is yet to be executed.
Details available with Early Times reveal that Rs 939 crore semi ring road project was allotted to M/S RAMKY Infrastructure Ltd on February 28 this year. More than six months have passed but the work is yet to begin. The government has even failed to undertake cutting down of the trees as the affected farmers are agitated for not being paid fair compensation as per 2013 Land Acquisition Act of Government of India.
Few months back, an official had assured affected farmers of the Semi Ring Road that justice would be done with them during land acquisition.
A delegation of affected farmers had a meeting with the official on July 7 wherein they apprised him about the injustice being done with them in Jammu and as well as in Kashmir valley.
The farmers had appealed the government to make sure farmers in J&K get similar compensation that is given to their counterparts in other parts of the country.
"The official had assured the delegation that administration will look into this issue seriously.
The official had directed Commissioner Secretary Revenue to have a look into the issue and asked him to see if J&K can follow the NHAI pattern adopted in other states of India.
The delegation of farmers had a detailed interaction with Shahid Inayatullah the Commissioner Secretary to Government Revenue Department as well. The case had gone to Governor Vohra , but we are not being told what is the status of our case," said G A Paul President of Land Owners Welfare Committee.
As reported already the National Highways Authority of India (NHAI) is constructing an alternate highway in Kashmir valley known as Srinagar Semi Ring Road connecting Gallandar Pampore with Ganderbal. The road passes via Khanda, Chattergam, Wathoora, Panzan, Gudsathoo, Ichgam, Budgam, Pallar, Dharmuna, Check e Razak Khan, Ranbir Grah and many other areas.
In the 1st phase, Gallandar to Sumbal project will be taken up and then in the 2nd phase Sumbal-Manigam road link will be executed. Most of the affected district will be Budgam as around 4700 kanals of land will be acquired. In Ganderbal 2341 Kanals of land will be acquired. The National Highway Authority of India (NHAI) will be executing this project and the said authority has been already deposited the required funds into the accounts of respective Deputy Commissioners (DCs). The process of payment of land compensation has already started. This "prestigious project" is monitored by Prime Minister's Office (PMO).
Pertinent to mention that Indian Railways recently paid 5 time more compensation than market land to affected farmers in Gujarat and Maharashtra for Ahmedabad Mumbai Bullet train project.
The delegation apprised the advisor that the assessment made for fruit trees is also very less.
"Mere Rs 16/Kg is paid to apple farmers who trees would be axed down. For Plum fruit estimate is made @ Rs 13 / Kg only while as this fruit sells 5 times more in market," said Mohammad Afzal, an aggrieved farmer from Wathoora in Budgam.
