Under Kathua DC's nose, gun licences renewed in minutes

Jammu, Sept 1: Though thousands of fake gun licenses issued by the state authorities has become a major issue after the weapons were found used by criminals, there seems no let up in this business.
Under the nose of Deputy Commissioner Kathua, the renewal of these gun-licenses has been going on unabated in return of hefty sum of amount that too without maintaining any official record.
Even the gun licenses issued by the other district officials are also reportedly been renewed by officials at DC office Kathua.
Sources informed Early Times that some touts, especially one from Shiva Nagar area of district Kathua, has been working overnight in the renewal of fake-gun licenses from the DC office.
On one hand those having legal gun-licenses have to wait for months together to get their licenses renewed if they didn't grease the palms of officials, even after paying the fee but on the other hand, those having fake licenses got the same renewed within couple of minutes, by paying hefty amount to the touts.
"As per guidelines, the licenses issued from district Ramban, Doda, Kishtwar, Poonch and even from the districts of Kashmir valley, have to be renewed by the same issuing district authority but the touts have been getting it renewed from district Kathua, which is the first district adjoining to Punjab", sources said.
They said that the touts have made a strong nexus in the office along with some senior officials. "An employee is given the official stamp of a senior officer. The employee stamped the documents in return of money while the senior officer signed the renewal document as it is obvious as commission has already been paid", sources said, adding that no official record has been maintained by the office.
Sources further said that there was no official record maintained by DC office about the renewal of documents and the senior official was well aware of the fact that none of the illegal fake license holder was going to inform anyone about the renewal.
"If the license holder has to visit Kishtwar it would waste lot of time as well as money and when the officials at DC office are ready to get licenses renewed, it is proving a boon for illegal license holders as well as some officials of DC office", sources said.
They further informed that the senior official has a strong nexus with property dealers also. "During every morning, a long queue of property dealers could be found outside his residence and the official is involved in the mutation of government land and other controversial properties", sources alleged, adding that though Deputy Commissioner had much reliance on his lower run officials but some of these officers have been making fortunes through illegal means, virtually denting the clean image of Deputy Commissioner.
Pertinently, during the last six years at least 40,000 licenses have been issued in J&K, majority of which, over 80 percent, were found to be fake by investigators.
