After failing to go ahead with SLWM; Govt launches Gobar dhan yojna in J&K

Srinagar, Sept 2: After miserably failing to undertake Solid Liquid Waste Management (SLWM) under Swach Bharat Mission Gramin (SBM Gramin) , Govt of J&K has launched another scheme in J&K called Gobar Dhan Yojna. Environmental experts say that the Government should first be held accountable for its lapses on account of SBM Gramin and then only it must launch the Gobar Dhan scheme in state.
Details available with Early Times reveal that General Administration Department (GAD) vide its order No: 1319-GAD of 2018 Dated: 10.08.2018 has given a nod to constitute State Technical Advisory Committee (STAC)/District Water & Sanitation Committee (DWSC)/District Swachhata Committee (DSC) and Block Level Committee (BLC) for implementation of the "GOBAR-DHAN" scheme under Swachh Bharat Mission "Gramin". The committee is headed by Secretary Rural Development and Director Rural Sanitation has been appointed the member secretary of the committee. Officers from animal husbandry department , sheep , agriculture and Pollution Control Board are members of the committee.
Gobar Dhan scheme was first announced by Finance Minister Arun Jaitley during his budget speech on February 1st this year . According to FM, the scheme would focus on managing and converting cattle dung and solid waste in farms to compost, biogas and bio-CNG.
"This is a lovely scheme , but before launching this let Rural Development Department (RDD) be made accountable for its failure in implementing Solid Liquid Waste Management (SLWM) programme under SBM Gramin. This scheme was also launched in the same way as Gobar Dhan scheme is being launched but even after 4 years not even a single project has been launched by Govt on waste management in rural areas", said Faiz Bakshi Convener of Environmental Policy Group (EPG) an environmental think-tank that has filed a PIL on non implementation of SBM Gramin in J&K.
Taking strong notice of inefficient waste management in J&K by different executing agencies, the High Court division bench early this year while hearing a Public Interest Litigation (PIL) had issued notice to several Government organizations like Srinagar Municipal Corporation (SMC), Jammu Municipal Corporation (JMC), Rural Development Department (RDD), Directorate of Urban Local Bodies, Housing & Urban Development Department, Tourism Department, Horticulture Department and few more Govt organizations.
As reported already hundreds of Crores budget is allocated by Government of India towards Swach Bharat Mission Gramin (SBM Gramin). SBM Gramin project is working throughout the country except J&K as state Govt through Rural Development Department failed even to prepare the DPRs for the project.
J&K State had identified one to two villages in each district to accomplish the task of Solid Liquid Waste Management (SLWM), but as per reliable sources the said work is yet to take off. Sources say that all the money available for Solid Waste Management in villages is getting lapsed. This issue has also been highlighted in the PIL and Chief Justice was updated about the non implementation of Solid Waste Management under SBM Gramin.
