Rajouri Distt Administration misleads HC, Claims to have organized 617 RTI camps

Srinagar, Sept 4: District Administration Rajouri in a written communication has told High Court through General Administration Department (GAD) that 617 camps on Right to Information Act (J&K RTI Act 2009) have been held in the district. The District administration through Additional Deputy Commissioner (ADC) has failed to reveal the details of these 617 workshops / awareness programmes . Sources in DC office Rajouri and RTI activists told Early Times that not even two dozen such awareness camps were conducted in Rajouri during the last 10 years since RTI law is enforced in Jammu & Kashmir.
Details available with Early Times reveal that vide official communication No: DCR/2018 -19 /HQA/11767-769 Dated : 27.07.2018 the Additional Deputy Commissioner Rajouri intimated Commissioner Secretary GAD that 617 camps were held to sensitize general public. These details were forwarded by GAD to High Court recently. The case was listed before the High Court on Tuesday and the petitioner organization J&K RTI Movement is planning to refute these claims of District Administration during next date of hearing on September 17th 2018.
"I am shocked to know 617 awareness progammes have been conducted by District Administration Rajouri, this is a big lie and we refute it . District Administration has failed to reveal the details of these programmes" said Dr Raja Muzaffar Bhat Chairman RTI Movement who is the petitioner of the PIL on implementation of section 4 and section 23 of J&K RTI Act 2009.
Earlier all the Deputy Commissioners of J&K has miserably failed to submit details of awareness programmes / workshops conducted on J&K RTI Act 2009 before the General Administration Department (GAD) inspite of the fact that two reminders were issued by GAD to all the DCs of state.
As Government failed to abide by around half a dozen circulars and notices of State Information Commission (SIC) on ensuring pro-active disclosure of information under section 4 (1) (b) of J&K RTI Act , the Jammu & Kashmir RTI Movement (RTIM) sought judicial intervention by way of a Public Interest Litigation (PIL) which was heard first time on April 3rd 2018 by Division Bench of J&K High Court at Srinagar.
RTI Movement in its PIL has prayed before the High Court that massive RTI awareness campaign be launched in state as mandated under section 23 of State RTI Law and making of pro active disclosure of information vide section 4 of RTI Act. But inspite of 10 years since RTI law is enforced in state , Govt offices have failed to make this possible.
