JKPSC defers KAS preliminary exams to Sept 16

Jammu, Sept 5: Jammu and Kashmir Public Service Commission (JKPSC) has issued fresh notification postponing the J&K Combined Competitive (Preliminary) exams from 2ndSeptember to 16th September of 2018, much to the disdain of the students.
"KAS aspirants met with Governor Satya Pal Malik at Raj Bhawan on 31st of August demanding immediate postponement of KAS preliminary exams which were to be conducted on 2nd September", said one of the aspirants.
They had been protesting for postponement of exams for 22 days on the grounds that they were not given adequate time to prepare for the exams and the new UPSC pattern implemented by JKPSC was done in an irrational manner, alleged aspirant.
The delegation of aspirants conveyed the malfunctions of JKPSC since the appointment of Lateef-uz-Zaman Deva as the head of commission in 2015.
"We had asked for at least two months preparing time for the exam since we had already been protesting for the postponement for 22 days. They have just given us additional 14 days to prepare for an extensive syllabus for which UPSC offers 6 months," aspirants told Early Times.
The KAS aspirants have been aggrieved by the lapses of JKPSC many a time before. This was evident as the exam process of Combined Competitive (preliminary) examinations which was to be conducted on 30th August 2015 and finally took place on 11th -27th February of 2017. The recruitment process for the same happened in December 2017, informed the aspirant.
"A worse scenario came to light, in the conduct of Combined Competitive Examinations (KAS)-2016. The commission deferred Combined Competitive Preliminary Examination which were to be conducted in September to 19th March of 2017 and result got declared on 23rd April 2017", said one of the aspirant adding that some students, suspecting correction error approached the commission and filed an RTI seeking the answer key. On analyzing the key, it was discovered that there were 24 wrong answers shown in the key.
The commission was forced to revise its result which raised the cut-off to 277 marks against the previous 270 marks. As a result of such revision, 429 candidates who had earlier qualified and begun preparing for mains had now failed the exam and 429 new candidates were added in their place, said another aspirant.
"Another incident of mass copying in the JKPSC Jammu centre was seen and the Zoology paper-1 had to be reconducted. It shows the carelessness of the commission where copying happened right under its nose. On 25th of May 2018, JKPSC changed the syllabus pattern in synchronization with current UPSC pattern in one clean sweep instead of a phased manner as done by UPSC", alleged aspirants.
The students who have been suffering at the hands of administration along with further postponement of exams demand the appointment of a review committee to recommend if the implementation of UPSC pattern in a single stroke was justified or not, said aspirant.
