'Public lacks knowledge about Panchayat Raj Act'
After NC, PDP speaks the same language

SRINAGAR, Sept 6: After the breakup of BJP-PDP coalition this year, hundreds of villages are still underdeveloped in the state of Jammu and Kashmir and the same will remain so if Panchayat and ULB elections were not held, as the major parties of JK seems not interested in contest.
Some political analysts opine that majority of the population in Jammu and Kashmir is lacking knowledge about Panchayat Raj Act, and the political leaders should have made awareness about this act, but they have their own vested interests or rather they are lacking themselves about it.
"There is a good percentage of educated youth in Jammu and Kashmir and they know what this act is all about, but still they are disinterested in the system or unaware of the benefits of the said system, and government is still making lame excuses over different issues rather informing the general public about it in a broader concept", said political analyst.
"You see on Sep 5, the National Conference said that they would not contest upcoming Panchayat and Municipal elections in J&K as the situation are not conducive for the elections.
Though Art 35 A of 370 is at one place, and elections have nothing to do with it, if they believe that India is a democratic country, otherwise they are at liberty, an analyst believes.
They further told early times that, sometimes these regional political parties are making big slogans, but to gain the attention of voters, they are making different excuses.
However general public believes that they are in true sense unaware about the Panchayat Raj Act, if common man comes to know about the system, which could for the development of society, they can think about it.
Somewhere govt also shows disinterest and mere hallow slogans wouldn't work, yesterday it was NC and today is PDP and tomorrow it will be any other party, but the developmental works in rural areas will also take a back seat, and the whole responsibility lies with the centre government to take some measure so that people will not feel insecurity, said a group of people in Srinagar.
After the breakup of BJP-PDP govt, there is no major development in rural areas, because nobody is caring about the problems of common masses.
Meanwhile sources said that in the past, there were many Panchs and Sarpanches who reigned from the system because of fear and many lost their lives due to uncertainty that was created by some sections of the society.
Facts cannot be ignored as in the past there was a tragic killing of some Sarpanchs in the state that has created an atmosphere of fear and insecurity and needs to be understand now.
After killings, many Sarpanchs and Panchas had given resignation. In Baramulla and Srinagar districts about 63 percent of the total Panch constituencies were declared vacant, said sources.
