Degree Holder JEs appeal Governor for Justice

Jammu, Sept 10: JKEEGA today urged upon Governor to redress the stagnation in promotion being faced by degree Holders Junior Engineers.
A meeting was held in the office of JKEEGA on 10-09-2018 chaired by Er Harvrinder Singh, President JKEEGA to discuss the issue of promotions at the level of Assistant Engineer and Assistant Executive Engineer.
It was observed that a deliberate misrepresentation of facts is being carried out by vested interests to sabotage the process of promotions initiated by the department.
The degree holder JEs and AEs even though eligible for promotion since 2012, are being deprived of their due rights even after nine years of service. As per the recruitment rules, the respective quota of Degree : Diploma in promotions is 80:20 whereas it has not been maintained due to the fact that around 165 diploma holder JEs were promoted in 2012 in gross violation of the J&K Engineering Service Recruitment Rules.
The total sanctioned strength of AEs in PDD is 528. As per J&K Engineering (Gazetted) Services Recruitment Rules, 1978, the total posts manned by Diploma holders cannot exceed 20% which comes out to 105 posts. However, as on date there are more than 160 Diploma Holders occupying AE posts as against 178 Degree Holders.
The maximum limit for diploma holders at Assistant Engineer level, thus, far exceeds their maximum possible strength which is in gross violation of J&K Gazetted service Recruitment/promotion rules of PDD.
The total vacancy at AEE and AE level, as on date, is about 110 and 140 respectively which is creating a lot of man power shortage. The Administration is pressing hard to complete the Center Sponsored projects in time like DDUJY, IPDS, SAUBHAGAYA whereas on the other hand the administration is not paying heed to the clearance of files so that the posts of AEE and AE can be filled for smooth functioning of the department. It is pertinent to mention that the resultant vacancy at the level of AE accumulates to around 250 and under such circumstances department is being pressurized to complete these schemes without manpower.
The meeting ended with the hope that the government will give consideration to above stated facts and all the vacant posts including leftover posts, if any, will be filled strictly as per recruitment rules thereby maintaining the cadre strength ratio of 80% for Degree holders and 20% for Diploma holders.
