PDP & NC's boycott may raise poor polling percentage

While the PDP and the National Conference are preparing the ground for boycotting the Panchayat and ULB elections the Government is dead set on holding the polls on schedule.Separatists in the Kashmir valley an d militants,operating in the state,are happy with the decision of the PDP an d the NC because boycotting the participation would ensure very poor polling.This so because the PDP and the NC are Kashmir centric parties their leadership has a say among the majority of people. The Chief Secretary has said the Urban Local Body and Panchayat elections in the State would be held as per the schedule while the state election department is likely to issue a notification for holding the municipal polls in the State within a week.Chief secretary B V R Subrahmanyam said that panchayat and municipal body elections will be held as per schedule. "Panchayat polls are on, urban local bodies polls are on. A decision was taken in July. Voter list drafts have been printed and finalized. In a few days, actual notification will be issued by the CEO. Panchayat elections will be held around Nov 5. The CEO will notify dates for that," he said. Meanwhile, one of the top officials of the Chief Electoral Office said notification is likely to be issued within a week for holding of Urban Local Body (ULB) elections in the State. While National conference and Peoples Democratic Party (PDP) have decided to boycott the elections till the Government of India and the state government clear their stand on Article 35A, the rightwing BJP and Jammu-based parties are ready to join the electoral exercise. If the BJP and the Jammuites join polling for the ULB and the Panchayat elections it may not raise the level of polling percentage.And this is what the separatists and militants want.Their t ask has been facilitated by the decision of the PDP and the NC to boycott the election to the Panchayat and ULB. Once the polls ended with a poor percentage it may allow the separatists and militants and some Pakistani agencies to rake up the Kashmir issue and their cause may be supported by the way poor polling is experienced.And whenever polling percentage is quite high these separatists and militants along with Pakistani agencies keep silent because high polling percentage is their defeat.But it seems that the Government is not going to be influenced by the machinations of the separatists and by the call given to people to boycott the elections by the PDP and the NC.And if the Government accepts the suggestions of the Congress that the ensuing P:anchayat and ULB polls be bheld on non-party basis it may allow free participation of the people and those who are the supporters of the NC and the PDP may also take part in the polling to ensure that their favourite candidates win.
