Despite ban on corporal punishment, HS Chak Handa punishes students unabated

Kathua, Sept 13: Despite strict circulars and orders issued by School Education department Jammu and Kashmir, corporal punishment is being given to students across the state in government
Schools that not only affect the enrollment but also demoralise the poor parents to send their wards in government schools.
Government of Jammu and Kashmir passed a bill to amend the j&k school education Act 2002 and J&k amendment Bill 2013 that enacted by J&K state legislature in 66th yrs of the republic of India.
According to the chapter 4 , Section 20 clause 1 , no child shall be subject to physical mental or emotional harassment whereas sec 20 clause 2 reads whoever contravenes the provision of clause 1 shall be liable to disciplinary action under relevant law and/or services rules applicable to such person involved in punishment. Besides this as per order no.DSEJ/ CC/ 37462-84, Dt. 21/7/2018 Director school education Jammu issued fresh order for blanket ban on punishment and ordered to frame/ laminated or painted on notice boards and walls of school to aware students teachers for corporal punishment.He directed to conduct separate session to sensitize the teachers and students about positive engagement strategies to make students and teachers aware about this order.
Despite of having all these orders and many other committees framed by DSEJ, SIE, DIET and CEO Kathua timely to check on corporal punishment, it reveals that all these efforts are yet to reach at High School Chak Handa Zone Marheen Distt Kathua wherein
In charge Headmaster Indu Bala today punished students on minor issue and bent them in a position that all blood could be gathered in brain. The process of punishment continued for several minutes that not only demoralised the students who felt insulted before other students and teachers of the school but also a sense of insecurity raised among them. No teacher/master suggested in charge head of the institution to avoid punishment and recall her all government orders.
Ironically, the school management has displayed slogan and helpline numbers in bold against corporal punishment but the officer who ordered to display slogan, herself forgot while punishing poor weak and helpless students from down trodden section of the society on minor issues.
According to different government orders strict action against Ms Indu Bala the culprit has been demanded from all walks of the area.
When contacted CEO Kathua to know about the incident, a call could not be made.
