Of 99 tehsildars in JK, 46 are junior KAS officers, rest promotees

SRINAGAR, Sept 17: Scores of junior KAS officers are posted in different departments, where many of them believe that the promoted tehsildars are given due space while the junior KAS officers had come to the department after facing competitive exams.
Recently, a transfer list of tehsildars was issued vide government order no: 159-Rev (Gaz) of 2018 dated 10-09-2018. As per the order, the transfers and posting of junior scale KAS officers/tehsildars/Incharge tehsildars/naib tehsildars looking after the charge of Tehsils (L/A) were ordered with immediate effect.
Among the 99 transfers, there were only 46 tehsildars that are junior KAS officers and the rest are either promoted or directly inducted as naib tehsildars and then they were given charges of tehsildars, sources told Early Times.
A junior KAS officer wishing anonymity said: "On the one hand the government is making tall claims that it wants to bring accountability and transparency in the system, but there are various officials who were promoted to different posts and one of them is the Revenue department".
Jammu and Kashmir comprises of two divisions, 22 districts, 21 sub-divisions, 82 territorial tehsils, 257 niabats, 1553 patwar halqas and 6959 villages, and there is a need of capable officers who could bring some changes that could help the general public at large.
"I am not against any promoted officer but the government must think that there are various Junior KAS officers who may be given a chance to deal with the general public, may be they could bring some reforms in the department concerned," the official said.
Another official said that KAS officers face competitive examination and their dreams are shattered when the promoted officers rule the roost, as they were either promoted on political influences or they have a good relation with the top authorities at the helm of affairs.
For example, one has to implement various laws pertaining to land like Land Revenue Act etc to protect Kahcharai and other state lands from encroachments/wrongful use. A KAS officer is competitive to enforce or implement the order and he or she can stop the things from going wrong, said the official.
"Tehsildars have to issue various certificates such as PRC, RBA, OBC, ST, SC and LOC etc, settlement of disputes pertaining to land; they have to carry out land reforms and settlement operations and other works, which could be properly handled by a competitive officer," sources added further.
