JAMMU, Sept 19: At a time when the Model Code of Conduct (MCC) has been put in place by the Governor's administration because of upcoming Panchayat and Urban Local Bodies elections in the state, the ongoing hunger strike by the SSA teachers has raised questions on the strategy of the forum's leadership.
An official told Early Times that the administration cannot take any final decision over the issue pertaining to the SSA teachers as the MCC is in vogue and hence no order can be issued in this regard.
The ongoing indefinite chain hunger strike of SSA teachers entered in its 20th day in Jammu and 16th consecutive day in Srinagar on Wednesday, with the teachers demanding the Governor administration to intervene in this regard and issue order regarding the implementation of 7th Pay Commission in their favour without any further delay to avoid any more confrontation.
Four days ago on September 15, the Governor administration stated that the municipal elections will be held from October 8. With the announcement of the dates, the MCC has come into force in Jammu and Kashmir.
As per the details, the time when the MCC is imposed in the state, the Jammu and Kashmir government cannot take any decision pertaining to the functioning of the dispensation and no order of transfer or appointment or even the DA hike could be announced during this period of time.
However, as the SSA teachers continue to with their hunger strike in the state, it is widely being questioned that when the government has imposed the MCC how come the issues related to the SSA teachers could be resolved and demands fulfilled during this period.
"It would be the violation of the rules formatted by the state if the government takes any decision related to the SSA teachers and their salary hikes as per the 7th pay commission recommendation. How come the stream has not be halted for now?" asks a political commentator based in JK.
Within the state government, there are questions being raised over why the leadership of the forum has not informed the innocent protesting teachers that they should halt the hunger strike for now as the MCC is in vogue in the state of Jammu and Kashmir. "The leadership of the SSA teachers is either in dilemma or is scared that if it asks the teachers to end hunger strike for now, it may lose the momentum of the strike," says an official, adding that a majority of the state dispensation is aware that the issues of the SSA teachers are genuine and merits immediate address.
Pertinently, advisor to Jammu and Kashmir Governor, Khurshid Ganai on September 15 stated that the administration has always been considerate to the demands of its employees. He said the government has already constituted a committee which is looking into the demands of SSA teachers.
Meanwhile, it remains to be seen whether the issue finds any place in the state dispensation in near future or would nee kept lingering for times to come.
