Current situation not feasible for revocation of AFSPA

Is the security scenario conducive for the repeal of Armed forces (special Powers) Act in Jammu and Kashmir ?The current situation is not feasible for the repeal of AFSPA because during the last three days several Panchayat houses have been burnt indicating the level of anger against the process of elections. Already the Kashmir centric parties, the CPI(M), the NC and PDP have announced complete boycott of the ULB and Panchayat elections in protest against the plan of the centre to tamper with Article 35-A. It is unimaginable on the part of senior Congress leader, who has remained a senior central Minister, Saif-ud-Din Soz to demand immediate abrogation of AFSPA when already the Defence Ministry and the top Army functionaries have declared to the Government that troops and other security personnel may not be able to operate against the militants in the absence of AFSPA
Former union minister and senior Congress leader Saif-ud-Din Soz has demanded scrapping of controversial Armed Forces Special Powers Act (AFSPA) from Jammu and Kashmir. In a statement issued , Soz said he had written to Defence Minister Nirmala Sitharaman and cautioned her that in view of the fact that the AFSPA has caused death and destruction and is main factor for deepest alienation of Kashmiris, particularly, the youth since its promulgation on September 10, 1990, the draconian law must be revoked in larger public interest.
"I suggested that the Defence minister should hold a meeting with former Home Ministers and Defence Ministers of India on revocation of AFSPA from J&K. I reminded her that the CBI had gone to the Supreme Court of India on March 19, 2012 against misuse of AFSPA," he said.
Why the Congress ruled India did not scrap AFSPA because the Army functionaries and top managers of security agencies were against its repeal on the plea that once the AFSPA was repealed troops may not be able to carry out operations against the militants? Soz said since some army officers have gone to the Supreme Court of India to defend their case on continuance of AFSPA, the defence minister had perhaps, rightly advised them that there were institutional mechanisms available to them. Well India is not Pakistan where senior Army officers hold the upper hand in the Government running. In India top Army functionaries have made a suggestion to the Government, whether the previous Congress or the present BJP led NDA Government, that troops may find it difficult to operate in the militancy infested areas of Kashmir. Soz should realize why the AFSPA was made operational in Jammu and Kashmir? It was done because of the rise of Pakistan sponsored insurgency.
