Funds for waste management in J&K: GoI ministries to file affidavit in HC

Srinagar, Sept 21: The High Court of Jammu & Kashmir has directed three central ministries to file an affidavit indicating various schemes on waste management and funds allocated to J&K for the same purpose.
The Centre through Ministry of Rural Development, Environment, Housing & Urban Development and Agriculture has been asked to disclose the details of the funds which have been made available in last five years to J&K.
As reported recently by Early Times, the Chief Justice of J&K High Court while hearing a Public Interest Litigation (PIL) on Monday had sought a report from J&K Rural Development Department (RDD) about the status of waste management in rural areas of state. The court had also directed several organizations of government of India to file a status report on allocation of funds to J&K state under various programmes vis-a-vis solid waste management.
The GoI organizations that fund or are involved in solid waste management in J&K are Union Ministries of Rural Development, Housing & Urban Development, Agriculture and Environment & Forests.
The division bench of Justice Gita Mittal and Justice Dhiraj Singh Thakur while hearing the PIL titled Environmental Policy Group V/S Union of India and State of J&K had ordered that RDD should not only be focused on construction of lavatories across state but they must also work on management of waste which is a legal obligation upon them under Swachh Bharat Abhiyaan Grameen.
The court has further commanded GoI to file an affidavit vis-a-vis various schemes on waste management and transfer of funds to J&K during last five years.
Early Times has been following waste management in rural areas from last two years. In spite of clear cut guidelines under Swatch Bharat Mission Grameen, the RDD in J&K has failed to appoint Solid Waste Management (SWM) consultants at state/district level who are supposed to help the RDD to prepare the DPRs.
In addition to rural waste management, the High Court has also taken serious notice of inefficient waste management in municipal areas and fruit mandis of Narwal and Parimpora in Jammu/Srinagar respectively. Notices have been issued to SMC, JMC and Department of Horticulture as well.
