GAD 'encourages' corrupt officers

JAMMU, Sept 22: The General Administration Department (GAD) is virtually encouraging corrupt officers who are in the net of State Vigilance Organisation (SVO) for misappropriation of funds and other frauds.
Sources told Early Times that ADC Poonch and ACD Rajouri, who have been named in the FIRs registered by SVO for misappropriation of funds, are enjoying same posts by using money 'power' and their connections.
"ACD Poonch, Mukhtar Ahmed has been named in the FIR by SVO for misuse of official position that caused huge lose to state exchequer as district Panchayat Officer (Reasi)", sources said, and added that as an ACD he is also misusing his authority as he did as DPO Reasi.
"Prior to this, Mukhtar as BDO in Anantnag district, committed frauds under Indira Awaas Yojana (IAY), but he got a clean chit", sources added. They said that the officer also fleeced job aspirants during recruitment for the post of Data Entry Operator (DEO) at Reasi.
Sources said that another ACD who has been named in the FIR was transferred from Rajouri and posted as ACD Udhampur. "Noor Alam, the ACD Udhampur, apart from being involved in purchase scam also misused his official position in various cases including execution of works in Rajouri, as procurement and release of funds to BDOs come under the jurisdiction of Rajouri district", sources added.
They said that the two tainted officers-Mukhtar and Alam-have committed many more frauds other than the cases for which they were booked by the Vigilance.
Sources also said the SVO "intentionally dropped name of a former director RDD, Jammu, from FIR who had also placed order for purchase of wheelbarrows and other materials."
"The SVO targeted officers of RDD selectively while registering case for misappropriation of funds. It is pertinent to mention here that the SVO on 27/03/2018, under FIR number 8/2018-VOJ registered case of misappropriation of Govt. funds against several officers of RDD Jammu in pick and chose manner", sources said.
However, questing GAD's soft corner for these officers, a senior officer of SVO when contacted, said that matter under FIR number 8/2018 is under investigation, but it is also job of GAD to keep at least tainted officers away from such posts.
"Certainly, these officers can repeat what they have done in the past. GAD should take it serious when an officer is under SVO's net", sources added.
