Early Times Report

SRINAGAR, Oct 23: Home Minister Rajnath Singh today said that talks and terror cannot go hand in hand and that dialogue with Pakistan is not possible unless and until the neighbouring country does not stop in sponsoring terrorism.
Addressing a press conference at the culmination of his one day visit to Kashmir valley, the Home Minister said that India is the fastest growing economy in the world adding that in near future the country would figure in the five top economies across the globe. He announced a compensation of five lakh each for the seven families whose members were killed in a blast near the encounter site at Laroo-Kulgam some days back.
"We have always said that we are ready for a dialogue but for the same the other party too has to show some sincerity. If Pakistan believes that it can continue sponsoring terrorism and we would reciprocate with talks then it is wrong. Talks and terror cannot go on at the same time and this should be clear to one and all," said Singh.
The Home Minister said that Pakistan should show sincerity and assure that its soil would not be used for sponsoring terrorism against India. He said Prime Minister Narendra Modi broke all the protocols and visited Pakistan and talked to his Pakistani counterpart as well as his family members.
"We have always maintained that our relations with the neighbours are good. We have taken many positive steps with regards to improving relations with Pakistan but the other side has not shown any positive intent so far. Let it (Pakistan) assure that there would be no further sponsoring of terrorism," said Singh.
The Home Minister said that New Delhi stands by its commitment of holding talks with different shades of people adding that for same conditions have to be set out and then followed. He said the government does not believe in military power and that solution to all the problems lies in the vibrant democracy of India.
"My heart goes out to the families who lost their dear ones in a blast that took place after an encounter at Kulgam some days back. I express my condolences to the families. Although, money cannot compensate a human life but still then we would provide a cash assistance of five lakhs each to the seven families," said Singh.
The Home Minister remained non-committal about the holding of next assembly elections in the state and said that people would come to know about such a development as and when it happens. He expressed satisfaction about the poll percentage in the recently concluded civic polls and said that he would have been happy if more people would have come out to vote.
Singh said that during his interaction with the political parties of the state he appealed the parties who boycotted the civic polls to take part in the Panchayat polls. He expressed his happiness that no untoward incident took place during the municipal polls and exuded confidence that Panchayat polls would also end in a peaceful manner.
"There are some people who claim to be real representatives of people of Jammu & Kashmir. If these people are sincere towards common masses then they should fight Panchayat polls otherwise one is forced to cast doubts about their sincerity. These polls are held for devolution of powers to grassroots level and would benefit the people," said Home Minister.
Singh said that once the Sarpanchs and Panchs are elected then each Panchayat would spend around Rs 60-70 lakhs. He said the people should come out in large number and vote during the Panchayat elections. He said that elections are a festival in democracy and people should take overwhelming part in the same.
The Home Minster said that some countries are not happy over the progress made by India on the economic front. He said four years back India figured among nine top economies of the world adding that this time around the country finds its name among six top economies. He said that day is not far off when India would emerge as one of the top five economies of the world.
