No Govt order yet on 1-month additional salary for poll duty

Jammu, Oct 23: Even as a week has passed since the last phase of the ULB polls, the state government employees who were deputed for the poll duty have begun to smell rat over the promise made to them about one month additional salary.
On September 25, the Governor’s administration had announced the incentive to its employees discharging election duties. One month’s salary was announced by Chief Secretary B.V.R. Subrahmanyam as incentive to employees deputed for election duty.
However, as the last phase of the polls was held on October 17 with results announced on October 20, the Finance department is yet to issue any order related to the disbursement of one-month additional salary to the government employees who discharged their duties during these elections.
As per the insiders in the Finance department, there hasn’t been any direction passed to them by the higher authorities for issuing any order related to the payment of one-month additional salary to the polling staff. They added that the issue was never discussed.
On the other hand, the employees are in a fix, wanting to know whether the government would fulfil the promise made to them ahead of the commencement of the polls.
“So far there hasn’t been anything coming out from the government. It isn’t even saying whether the claim it made in September is true or not. It is not even issuing any clarification over the issue,” says an employee based in central Kashmir’s Ganderbal.
There are meanwhile wide scale speculations that the issue is long forgotten and no such dole shall be given to the employees who performed the poll duties and everything which was being speculated widely was nothing but a hoax.
“If the government is silent and didn’t utter a single word over the one month extra salary thing, why should be remain optimistic that the miracle shall happen now. It is highly unlikely that the government would pay the extra one-month salary as if it would have been serious, it would have for sure issued any circular in this regard. There is no movement and no traces of the promise made earlier,” says another employee working in Jammu.
Meanwhile, as per the government sources, there is a lot of confusion about how, if decided, will the salaries be disbursed. “Whether the departments wherefrom employees belong will be given the additional funds or the funds will be credited into the accounts of the employees directly. But who will do that expect the authorised DDO. In short, it is chaos and it is confusion which at present is dominating the scenes. The government silence on the issue is adding to the anxiety,” says an official in the department of accounts.
Meanwhile, there are also reports that the employees unions are being contacted by the employees and they are being asked to raise the issue with the government. It is yet to be seen whether government would break its lull and come out with a clarification.
