Audits of RMSA, SSA accounts in Govt schools an eye-wash
Accounts' incharge gets easy clearance after paying some money

Jammu, Nov 3: The Directorate of School Education has initiated audit of the funds sanctioned to various schools under Sarav Shiksha Abhiyaan (SSA) and Rashtriya Madyamik Shiksha Abhiyaan (RMSA) but the whole exercise is merely an eye-wash as by paying few hundred rupees to the audit team members, the incharge of the accounts are getting easy clearance.
Sources in the Education department informed Early Times that the government has clubbed together the accounts of RMSA and SSA under one head of Samagr Shiksha, which has been conducting the audit of the SSA and RMSA funds issued to various government schools.
Instructions have been issued by the Chief Education Officers of all the districts to the heads of all Government Primary Schools, Middle Schools, High Schools and Higher Secondary Schools to visit the office of Zonal Education offices along with Bill Voucher File, Pass Book, Bank Statements, Stock Register, Resolutions, Utilization Certificates of Civil works under SSA/RMSA for the reconciliation of these accounts.
Each school had given the charge of SSA and RMSA funds to a teacher but teachers alleged that despite having all the formalities completed, they have to pay Rs. 500-1000 for getting a clearance report. "A two member audit team had visited the Zonal Education Office, where the rate of the audit-clearance was almost fixed and even if the incharge of the school had manipulated the records, he/she can easily get clearance by paying the money", they alleged.
The teachers further alleged that if the teacher would object to pay the money, the audit-team could easily harass the incharge, which would ultimately create hindrances for the teacher. "So all the teachers consider it appropriate to pay the money and get audit-clearance easily", the teachers alleged, adding that the administration has made such an environment that the old heads of the funds, gave suggestion of giving some money to get clearance.
They further said that the entire exercise of conducting the audit was merely an eyewash and they would not find any fault with any of the school, which would only expose their intension.
