Govt to probe illegal appointments in corporations

Srinagar, Nov 5: The Jammu and Kashmir government is likely to appoint a panel to probe alleged illegal appointments in various corporations, ET has learnt. Sources within Rajbawan told Early Times that the Govenor Satya Paul Malik has taken strong note of the reports that over the years hundreds of employees have been appointed illegally in state owned corporations. "To dig out the truth in this, the Government is likely to appoint a panel headed by top official, which will be asked to inquire all such illegal appointments," sources told early times. Sources maintained that the Panel will identify all those responsible for making appointments without advertisements and vacancies in the corporations.
If sources are believed then the list of illegal appointments in the corporations was very much available with the Rajbawan. Sources said that each corporation had appointed illegally over hundred blue eyed persons. There was no accountability as how these appointments were made and thereafter given two to three grade promotions. Sources said that the Jammu and Kashmir Cements Limited over the years engaged hundreds of individuals without following any specific recruitment method. Sources said that the other organization like SIDCO, JKI, Minerals, and Handloom are not for behind in violation of the government orders and have over the years engaged the people through backdoor. "A DO or letter or verbal conversation from some VIP or VVIP was what prompted the corporations to immediately make the appointments," sources maintained.
It is also a known fact that, most of the corporations are in losses and heavily dependent on the government for paying salaries to the staff and carrying out their day today activities.
Sources said that similarly was the case of some employees engaged on contractual basis by then Managing Director (MD) State Forest Corporation (SFC) with the approval of the then Chairman. However, sources said that these employees approached the court against their disengagement and court stayed the order. They continue to be part of J&K SFC. Sources said that Jammu and Kashmir Project Construction Corporation (J&KPCC) had appointed several individuals on various posts and they have been working till now.
Sources also said that a huge number of employees were appointed in SRTC without following due procedure despite the fact that it is a loss-making corporation and has been unable to return to the profits. What makes these appointments interesting is the fact that most of these employees who have been engaged on various temporary basis are working in different departments and performing altogether different roles.
It is to mention here that the government, in order to check the menace of illegal, backdoor appointment and re-employment had issued an order, wherein all government departments, PSU's and other organization were debarred for making temporary arrangements and the blanket ban was imposed on making illegal appointments and re-employment. It was also mentioned in the order that all the re-employment orders issued by various government departments are revoked with immediate effect. However as per the sources, the aforementioned order was not implemented in letter and spirit, rather the government departments and public sector undertakings had chosen to continue making re-employment and back door appointments.
