GAD stumbles yet again, appoints allopathic doctor as Director ISM

SRINAGAR, Nov 8: The people at helm in Jammu & Kashmir continue to issue 'irrelevant' orders and in a latest case these people by the virtue of an order have virtually sabotaged the chances of promotion of a doctor working in the health services in the state as an allopathic doctor.
There is yet another side to the issuance of this order and that is in the form of placing people on positions that are not meant for them. An allopathic doctor who could have done wonders in the health services has been elevated as Director of Indian System of Medicine, Jammu & Kashmir. This has come as a surprise to many people in the health department.
The General Administration Department (GAD) issued an order according to which Dr. Phuntsog Angchuk has been posted as Director ISM, Jammu & Kashmir. Dr. Angchuk would replace Niraj Kumar who has been posted as Additional Secretary, Technical Education department in the state.
"In the interest of administration, the following transfers and postings are hereby ordered with immediate effect: Mr. Niraj Kumar, IAS (JK:2010) Director, Indian System of Medicine is transferred and posted as Additional Secretary to the Government, Technical Education Department," reads the government order number 1622-GAD of 2018 dated 6-11-2018.
The order further reads, "Dr. Phuntsog Angchuk, awaiting orders of adjustment in the Health and Medical Education Department, is posted as Director, Indian System of Medicine, vice Mr. Niraj Kumar." The order has once again that the people at helm continue to issue 'mindless' orders.
The doctors posted in the health and medical education department as well as the health department has taken the issuance of the order with a pinch of salt saying that the doctor should not have been given the responsibility of heading the Directorate of ISM in Jammu & Kashmir.
"An allopathic doctor should be appointed in a higher position in the health and medical education department or the health department and not in the Indian System of Medicine. However, the people at helm continue to make mistakes when it comes to promotion or placement of allopathic doctors," said the doctors.
The doctors expressed the lament that the people at helm more so in the GAD have over the years failed to differentiate between the allopathic and Indian systems of medicine in Jammu & Kashmir. They said that the intermingling of the two systems of medicine is bound to disturb the hierarchy more so when promotion of senior doctors is taken up.
