JKEEGA delegation calls on Advisor Vyas

Jammu, Nov 9: A deputation of J&K Electrical Engineering Graduates Association (JKEEGA) led by it's State President Er. Harvrinder Singh met Bharat Bhushan Vyas, Advisor to Governor in Jammu on Friday and projected various issues of the Graduate Engineers of PDD.
The Advisor was apprised that though engineers in all the wings are working on the post of Development Commissioner Power, Chief Engineers, Superintending Engineers, Executive Engineers and Assistant Executive Engineers but are superannuating in the grade of either Junior Engineer, Assistant Engineer or at the most Assistant Executive Engineer because their services are not regularized.
In the absence of regularization on the post every officer is working either on in- charge, stopgap or adhoc. The regularization of engineers to the post where they are putting in their services shall be done on priority so that their pension benefits are not culminated and they be free from the taboo of adhocism.
The Advisor was also apprised about the issue of promotions at the level of Assistant Executive Engineer and Assistant Engineer. The degree holders even though eligible for promotion since 2012, are being deprived of their due rights even after nine years. As per the recruitment rules, the respective quota of Degree : Diploma in promotions is 80:20 respectively whereas it has not been maintained due to the fact that around 165 diploma holder JEs were promoted in 2012 in gross violation of the J&K Engineering Service Recruitment Rules.
The total vacancy at AEE and AE level, as on date, is about 110 and 140 respectively which is creating a lot of man power shortage. The Administration is pressing hard to complete the Center Sponsored projects in time like DDUJY, IPDS, SAUBHAGAYA whereas on the other hand the administration is not paying heed to the clearance of files so that the posts of AEE and AE can be filled for smooth functioning of the department. It is pertinent to mention that the resultant vacancy at the level of AE accumulates to around 250 and under such circumstances department is being pressurized to complete these schemes without manpower.
It was apprised that after a long struggle, Engineers were assured of granting Assured Career Progression (ACP) and the same was even announced in the State Budget 2018-19 but the SRO for the same is still languishing with the administrative department.
Further, it was emphasized that the Junior Engineers, who are the backbone of departments, are being deprived of Grade Pay 4260 which was recommended and accepted by the Pay anomaly committee and approved by the cabinet 7 years back. The JEs are struggling since 2011 from pillar to pillar for the release of Grade Pay 4260 instead to the Grade Pay 4200, but despite a lapse of several years, a simple clarification is not getting issued from the finance department for implementation of the same.
The delegation also apprised the Advisor that the Junior Engineers working in the field are getting a paltry amount of Rs 30/- per month as Field Travelling Allowance for performing their duties which has not been revised for the past 4 decades since it's introduction. The fuel cost has increased manifold since then and the allowance needs to be revised as the engineers have to cover the vast network in a time bound manner.
The Advisor gave very patient hearing to all the projected problems and assured that the demands of the Graduate Engineers will be addressed at an earliest.
