Closed for pollution, Mill openly drains out contaminated water into river

Jammu, Nov 16: Criminal nexus between a Paper mill and State Pollution Control Board (SPCB) as well as Central Pollution Control Board has come to fore with a paper mill that remained closed for three months, for polluting the river was now openly draining out thousands of gallons of water into river Ravi.
According to sources, a mill along national highway, just two kilometres from Hatlimorh, is officially Paper mill in the official records but has been recycling the cardboard (gatta) for the last few years.
"Few months back, a team of SPCB authorities as well as Central Pollution Control Board had visited the factory premises and found the factory dumping thousands of gallons of contaminated water directly into the Ravi river", sources said, adding that the CPCB authorities imposed a penalty on the factory owner and also ordered the closure of factory.
The PCB teams had found the water treatment plants non-operational in the factory and for nearly three months, the factory remained closed. "After remaining closed for three months, a deal was finalized between the factory owner as well as the PCB authorities in lieu of huge amount of money", sources alleged, adding that the factory owner was permitted to drain out of the affluent water.
"Pollution Control Board authorities were totally aware of the matter and have given green signal to the factory owner in lieu of hefty amount" sources alleged.
"A deal running in several Lakhs has been finalized. The cost of running the water-treatment plant also runs in several Lakhs of rupees, but if the factory owner gives only half of the amount to the pollution authorities, they will never touch him", sources said, adding that the officials have been pocketing huge amount but the ultimate sufferers were either the locals or the river Ravi.
The Governor administration must initiate an enquiry into the matter and take strict action against the officials involved.
