Jammu, Feb 10: In a shocking case of official patronage and backing to corrupt officials of the CAPD department, the Tehsil Supply Officer Kishtwar has allegedly been selling the ration meant for poor and needy ration card holders and has sold around 3000 Quintal of Ration under Mufti Mohammad Syed Scheme in black.
As a result of these corrupt practices, the poor people are facing hardship during the winter season when heavy snowfall has crippled the life in mountainous Districts of Kishtwar.
As per the details available with ET, even during Governor's rule, the corruption in CAPD has ceased to slow down. Already facing charges of deep corruption, TSO Kishtwar Saroop Chand has once again embezzled around 3000 quintal of MSS Ration beside 800-1000 quintal of Atta meant for distribution among the BPL families for the month of January 2019.
In addition to this hundreds of quintals of Sugar was also embezzled by the concerned official as no sugar was provided to the consumers by the department and majority of which has been sold to private shopkeeper's during Diwali.
Speaking to ET the majority of the dealers said that they were yet to receive the BPL Atta for the month of January and added that TSO Kishtwar had issued excess permits.
They said that in addition to this, TSO Kishtwar released excessive quota to around 13 dealers in November-December 2018 against the sanctioned quota and added that one dealer got 85 Quintal of ration against sanctioned quota of 35 Quintals. They said that former CAPD Minister though suspended him for various frauds, but he managed to get himself reinstated by using his influence.
They said that they are hopeful that Governor's administration will recover the embezzled ration from these erring officials and also called upon the law enforcing agencies to register FIR in this fresh case also so that the culprit TSO Kishtwar could be brought to book.
It is pertinent to mention that ET also highlighted that how the public money worth several lac collected on account of sale of government ration in Padder Sub Division of Kishtwar District has not been deposited in the government treasury during the year 4/2014 to ending 2017 and same was embezzled by the officials of the department at the helm of the affairs.
The government supplied the ration to the people on subsidized rates at various centers across the state including Kishtwar District and accordingly the former Assistant Director CAPD released the ration for food store Gulabgard, Sale Depot Gulabgard, Atholi, Kijayae, Kidroo, Sohal, Kabban, Ungaie, Ishtyari, Tun, Palali, Ligri, Massu and Machail for sale to consumers.
As per the set procedure, after selling the ration to the consumers at these sale depots, the incharge of each sale depot is supposed to deposit the amount collected from the sale of the ration into the government treasury against the proper receipt, but according to the sources, barring few employees of the CAPD department posted on these sale depots, majority of the employees did not deposit the said amount in government treasury and if insiders are to be believed, the amount runs into several crores.
The sources said that when a former TSO who was posted for the short period bring the matter into the notice of senior officials, he was removed prematurely within months of posting.
