Cadre management goes for six in Revenue Department as seniority list not updated since 2013
Despite increase in cadre strength scores of Tehsildars continue to work on in-charge basis

SRINAGAR, Feb 11: The cadre management system in the Department of Revenue has gone for a toss at all levels with the seniority at different tiers of the department not been finalized over the past five years or so.
Sources while divulging details about the mess told Early Times that the cadre strength of the Tehsildars in the department rose to 293 from 183 in 201, however till date the officers at the helm of affairs have not gone for the cadre review strength of Tehsildars.
"The people at helm who are supposed to take the issue seriously have not taken up the matter with the concerned quarters and subsequently the requisite SRO has not been issued in this behalf so far. The lackadaisical attitude by the people is quite contrary to the tall claims by the governor administration regarding resolving of the service relates issues," said sources.
Sources said the office of Financial Commissioner Revenue, Jammu & Kashmir has failed to issue the seniority list from 2013. They said the officers of the department who have been waiting over the last five years vis-à-vis seniority list have virtually lost the hope and are expecting no relief from the department as such.
"Going by the cadre management policy adopted by the cadre controlling authorities right from Patwari the basic worker upto the level of Tehsildar the whole set up is in shambles. In sorry state of affairs the department has failed to issue final seniority list of Naib Tehsildars despite lapse of two years of issuance of tentative seniority list," said sources.
Sources said that the seniority list of Naib Tehsildars was issued in the year 2013 and no update whatsoever has taken place since then. They said the people in general are mocking on the department by saying that when the department is not able to set its own house in order how come they will b able to mitigate the sufferings of common masses.
"Accomplishing the task of DILRMP (Digital India Land records Modernization Programme) seems to be a distant dream as on date since the Department of Revenue is in shambles. There is no accountability in the department and there is complete mess at the different levels in the department," said sources.
Sources said that the state government should take serious steps in renewing the Department of Revenue that happens to be the backbone of the administration and vibrant interface between the people and the government. They said the process of adhocism (look-after system) should be abolished at the earliest in the Department of Revenue.
"Professionalism should be inculcated in the department in right earnest and same is possible by encouragement of skilled man-power by redressing their issues. If the same does not happen at the earliest then the department will remain only be-decked jewel in crown of administration which has lost it brilliance with the scourge of time," said sources.
