Open pilferage of PDS ration in CAPD Kathua
Authorities deny allegations

Jammu, Feb 11: The pilferage of PDS ration has been going on in district Kathua for the last many months as the staff is allegedly siphoning off two kilograms of food grains from each sack on the plea of the cost of sack.
Though in-charge deputy director CAPD Kathua has refuted the allegations and said that no person could deduct even one gram of ration from the sacks.
Teachers working in various government schools informed Early Times that they used to visit CAPD's main store at Kathua town for taking mid day meal supply ration.
"Usually we get a token from ZEO office and hand that over to Tehsil Supply officer (TSO) who entered the name of school in log-book and sanctioned the ration. But when we visit the store to get the ration, the employee giving the supply openly took away 2 kilograms of rice from each sack", a teacher said, pleading anonymity.
He further said that when they objected to the deduction of ration, the staff members gave a weird excuse for the deduction. "Either bring empty sacks to get the full supply of ration otherwise we will deduct few kilograms of rice as cost of the sack", they said.
The teachers further said that time and again they weighted the sacks of rice supplied by CAPD and found that in the 50 kg sack, the quantity of rice was merely 45-46 kilograms.
He further said that even weight-bridge was not kept there in the store. "We never find the weight bridge and even the teachers are reluctant to get the ration weighed as it consumes lot of time", the teacher said, adding that it must be the responsibility of the staff to give the sacks, after weighing the same.
"We get 100 grams of rice as daily diet for each student. We have to maintain the daily records and when we get less supply, we are compelled to make manipulation in records", the teacher said, adding that most of the officials of CAPD were aware of the matter and were involved in the entire nexus. An enquiry must be initiated against the officials as well as employees of department to ascertain the moveable and immovable property details to know about their involvement in illegal activities.
Incharge Assistant Director Kathua, TP Singh said that no one could deduct even few 100 grams of ration from the sacks. "Not only teachers, even the public can get ration after getting it weighed on the electronic bridge", he said, adding that an electronic-bridge was placed at the store.
