'Influential' officers of Agri Deptt decline to join new places of posting

SRINAGAR, Mar 14: Some of the officers of Department of Agriculture transferred some days back have not joined at their new places of posting and as such a big question mark has been raised over the issuance of such orders.
Sources told Early Times that under GO.No.62-Agri of 2019 dated 1-3-2019 many of the officers of the department were transferred. However, some of the officers having political patronage along with the support of superior officers of the department have not obeyed the order.
"Though the order speaks that the officers are deemed to be relieved with immediate effect from the issuance of the order, but till date some of the officers are waiting for modifications and corrections of the important government orders. In such a manner these orders have been rendered as irrelevant," said sources.
Sources said that the department has made transfers of SDAOs/CAOs/District officers in accordance with the directions and their non involvement in the political interventions of forth coming parliament elections of 2019. Most of the officers have joined at their new places of posting.
"The officers who have not joined are working under a nexus between them and their masters for making disproportionate use of recently released funds and to cover up the early bungling made by them at their previous place of postings," said sources.
Sources said that out of these there is one officer Waseem Ahmad Shah working at Lal Mandi Srinagar for the last five years in different capacities. The officer is VEW in substantive capacity as can be seen at serial No.122 ,from TSL of 2010, issued under GO.No.313-Agri of 2010 dated 27-12-2010 but is functioning as I/C Assistant Soil Conservation Officer, Srinagar Lal Mandi.
"The officer has been given Charge of Chief Agriculture Officer ,Srinagar too by the Director Agriculture Kashmir,despite being involved in many embezzlements in the department. The officer managed his posting as Seed Production Officer (SPO) at Lal Mandi, where the officer was given additional Charge of Estates Officer," said sources.
Sources said the officer made 'frauds' under Vegetable Cluster Scheme in repairment works to different agriculture offices functioning at Lal Mandi ignoring use of relevant codal formalities before execution of works.
"On complaint basis the officer was shifted and transferred to the post of I/C ASCO, Srinagar and managed the Charge of Chief Agriculture Officer, Srinagar under the patronage of his political masters.The officer is involved in frauds purchase of farm machineries/seeds, of conducting fake training camps under different CSS and in soil conservation works," said sources.
Sources said the officer has been transferred under recently issued order to Pulwama as ASCO Pulwama, but has not joined as on date.The officer is perusing back his transfer by managing a proposal of modification of the order, so as to give cover up to his 'embezzlements' by retaining his posting at Srinagar.
Officers like Nazir Ahmad Sheikh (SDAO, Beerwah), Farooq Ahmad Shah (Seed analyst), Ghulam Hassan Magray (Farm Manager Specialist) recently transferred to SMS-Sopore, District Law Enforcement Officer Barmulla,SMS-Kulgam respectively etc. The officers are waiting to arrange breathing space for looting already released funds.
