Seven days left for financial year to end, Govt fails to achieve target under Samagra Siksha
Hundreds of schools without boundary walls at international border

Early Times Report
Jammu, Mar 24: Catchphrase 'One step forward, two steps back' seems most suitable to express ill planning of School Education Department as the department has failed to construct boundary walls in hundreds of schools while the financial year is near to close.
Sources informed Early Times that in financial year, 2018-19, the school education department has set target for construction of boundary walls in 593 elementary schools established at International border under Samagra Shiksha wherein nearly 37 schools were selected in Samba district and 130 schools of Rajouri, 123 of Poonch and 272, 33 of district Budgam and Kulgam.
"Unfortunately, few days left to conclude this financial year, the department concerned has utterly failed to start construction of boundary walls in these schools", said sources while wishing anonymity.
Sources further said that however, the Ministry of Human Resources and Development had given approval to nearly 600 schools situated at International border of five districts under samagra shiksha during the PAB meeting held in New Delhi on June 20, 2018 and fixed nearly worth Rs 5.32 Lakhs for each schools for the construction of same but the education department even not kick start construction work in district Poonch and Rajouri.
"Despite getting nod and incessant thrust in term of money from the ministry concerned, the school education department has become a laggard as compare to other neighboring states like Punjab and Haryana where maximum schools have boundary walls", informed sources.
Sources further said that as per the official date of Unified District Information System of Education (UDISE) there are more than 1100 schools in state having no boundary walls. Keeping in view, the union ministry has asked the school education department took the construction of boundary walls in phase manner. "In first phase, the ministry gave approval to schools which are running at international borders, thereafter all the remaining schools would be covered but due to nonchalant attitude of department, construction of boundary wall is still a distant dream", said sources.
On one hand the government is claiming that it has left no stone unturned to promote sports activities among the students but on other hands, there were 17301 schools having no playground facilities, the reason best known to authority concerned why it has reluctant to create requisite infrastructure in the schools.
